Job Description

Accountant (Fiscal Administrator)

Position Summary:
Develops and implements all financial management processes for the Upper Cumberland Local Workforce Board required to accurately provide financial information required for effective budgeting, financial reporting, forecasting, internal controls, compliance and continuous improvement.

Essential Duties and Responsibilities

The fiscal agent is responsible for receiving funds.

Assures that all financial information is properly and accurately posted and reported in SmartSimple (State of TN software)

Ensure sustained fiscal integrity and accountability for expenditures of funds in accordance with Office of Management and Budget circulars, WIOA and the corresponding Federal Regulations and State policies.

Respond to financial audit findings.

Maintain proper accounting records and adequate documentation.

Prepare financial reports & budget.

Provide technical assistance to subrecipients regarding fiscal issues.

Procure contracts or obtain written agreements.

Conduct financial monitoring of service providers.

Ensure independent audit of all employment and training programs.

In coordination with the WIOA OSO manage leases, utilities, infrastructure agreements, and other activities to support the centers.

Ensures that documents brought before the Director for signature are accurate and in compliance with all County, State and Federal guidelines.

Minimum Qualifications

Bachelor's degree in accounting, business or related field.

Minimum 5 years accounting experience.

Ability to maintain confidentiality/discretion when dealing with sensitive financial information.

Self-motivated with the ability to work independently and meet deadlines

Detail oriented

Effective communication skills both written and verbal to collaborate across multiple teams/agencies.

Possession of a valid TN driver’s license as some travel may be required.

Preferred Qualifications

Experience in WIA/WIOA fiscal procedures highly desirable

Grant accounting and/or related work experience strongly preferred.

Salary Range: $55,000 – 65,000 depending on experience.

Work Hours are typically 8 am -4:30 pm, Monday-Friday
