Safety and Environmental Professional - Facilities and Services

Job Summary
The Safety and Environmental Professional is responsible for providing oversight and support for the operations of the utility production and distribution systems, specifically as it relates to safety and environmental compliance activities.
Duties & Responsibilities
  • Provide support for operation, programmatic maintenance, and planning of campus utility and energy systems, specifically as it relates to safety and environmental compliance activities. Will be required to perform field inspection and verification of systems in production plants and distribution systems, climbing ladders and stairs in
    unconditioned and dusty environments. Will be required to become qualified to use personnel protective equipment (PPE), and to enter and inspect confined spaces.
  • Air permits: oversees the compliance with the state and federal air quality programs. Maintains records and reports. Coordinates compliance with the University environmental compliance managers.
  • Waste water permits: Oversees the compliance with local, state and federal wastewater controls programs. This includes the sanitary and storm sewer services at the production plants. Maintains records and reports. Coordinates compliance with the University environmental compliance managers.
  • Industrial safety: Oversees the industrial safety programs in the production plants, distribution systems, and other areas under the direction of Utilities & Energy Services.
  • Spill prevention control and countermeasures (SPCC): Oversees the SPCC program at the plant in support of University Environmental Compliance.
  • Hazmat: Oversees the Hazardous Material and Hazardous Waste programs at the production plants in support of University Environmental Compliance.
  • Facility Response Plan Liason: Oversees and coordinates the EPA Facility Response Plan (control of oil spills to watershed) program at the production plants in support of University Environmental Compliance.
  • Assists with the UES training programs specifically as they relate to safety practices and environmental compliance.
  • Provide critical review of utility aspects of new construction and major remodeling plans developed by architects and engineers for campus capital and facility renovation projects, specifically as it relates to safety and environmental compliance.
  • Monitor compliance and regulatory safety requirements including Federal and State requirements for natural gas, EPA regulations for water and air, OSHA, and various industry and national codes for electrical and mechanical systems (ASME BPVC, IEEE, NFPA).
  • Develop and maintain effective working relationships with University, campus, and departmental officials/staff to promote the success of established University and F&S objectives and goals.
  • Serve on University, campus, and departmental committees/teams as required.
  • Promote safe operations and support departmental safety initiatives and programs.
  • Monitor personnel to assure safety and security policies are being followed.
    Able to accept occasional non-working hour call outs, for unscheduled utility outages or problems with production systems. Other duties and projects as assigned.
Additional Physical Demands
Physical Requirements: Predominantly normal office work, walking and stair climbing. The position also requires walking through the Power Plant, the use of appropriate PPE, and exposure to plant conditions.
Work Environment: Performance of required duties brings in contact with very hot and cold conditions, dust, and noise both inside and outside of the plant.

Minimum Qualifications
Bachelor's degree in occupational health and safety, environmental engineering, environmental health, safety engineering, industrial hygiene, or a closely related field.

Preferred Qualifications
Certification as a Safety Professional.

Specialty Factors
Bachelor's degree in occupational health and safety, environmental engineering, environmental health, safety engineering, industrial hygiene, or a closely related field and three years of professional work experience in a safety or compliance related field. Demonstrated experience in a utility, industrial plant or similar area.

Knowledge, Skills and Abilities

  • 1. Ability to prioritize work with disciplined time management to thrive in a multi-tasking and dynamic environment, dealing with multiple utility systems including electric, steam, chilled water, water, waste water, and natural gas. 2. A high level of proficiency with Microsoft Office desktop products. 3. Excellent communication skills are required for maintaining good relations with all members of the campus community, under a wide variety of circumstances. Ability to communicate complex, technical information/data in a user-friendly format is essential. The responsibilities of this position are directly connected to the operation of the plant and the administration and staff’s ability to perform their required responsibilities. The requirement to consistently prioritize tasks; effectively manage several immediate demands; remain flexible in adjusting to procedural and schedule changes; and manage physical demands such as excessive walking and climbing stairs are inherently a part of the position for successful work performance. Performance of the position responsibilities requires continued daily interactions with all Utilities personnel, routine contact with F&S personnel, and occasional (weekly) contact with Utilities Administration. Establishing and maintaining positive and effective relationships with all levels of supervision, management, and faculty is essential.

Appointment Information
This is a 100% full-time Civil Service 5013 - Safety/Environmental Compliance Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after 9/19/2022. Salary is commensurate with experience.
