JOB SUMMARY

The function of this position is to serve as the primary HR Front End processor for the College of Education; facilitate appointment transaction services and searches for faculty and postdoctoral positions. This position serves as a resource for college faculty and staff on college/campus policies and procedures, as they relate to Human Resources and is responsible for administrative duties that require direct contact with staff, unit managers, Illinois Human Resources (IHR), University Payroll and Benefits Office (UPB) and International Student and Scholar Services (ISSS).

DUTIES AND RESPONSIBILITIES

Employment Processes (Hiring, onboarding, separating)

  • Perform as HR Resource for hourly and student employees (undergraduate, graduate, extra help and graduate assistants), providing end-to-end assistance for newly hired employees, current employees and separating employees, for all areas of personnel and payroll.
  • Coordinate all search related hiring activity for faculty (tenure-track and specialized faculty), by preparing and submitting hiring workflows in JDX/Cornerstone, as appropriate; work closely with College HR Team and the Office of Access and Equity (OAE) with respect to affirmative action plans and equal employment opportunity practices; advise the departments on best practices for searches; final documents are prepared and sent to IHR for Board of Trustees approval, as needed
  • Conduct the onboarding process for new hires (student hourly, graduate assistants and extra help non-clerical), including completing the Form I-9 in Tracker and assist employees with new hire forms.
  • Issuance of offer letters for student hourly, graduate assistants and extra help; work within guidelines established by the appropriate collective bargaining agreement(s), following federal and state laws, along with campus and college policies and procedures.

HR Specialist Only.

  • Facilitate retiree rehire requests and procedures from start to finish, including but not limited to, position development and approvals, and acting as the point of contact for the retiree on the submission of required forms.
  • Manage Notice of Non-reappointment processing for temporary or budget contingent employees in the College of Education.

Employee Record Management

  • Serve as primary HR Front End (HRFE) contact for the College of Education, verifying accuracy of appointments.
  • Serve as the primary approver for non-Civil Service hourly, bi-weekly payroll.
  • Handle corrective measures for appointment processing, HRFE changes, pay adjustments, overpayments and earnings transfers.
  • Maintain comprehensive files, ensuring personnel and supporting documents are scanned and saved appropriately, with discretion of confidential matters and documents.
  • Process I-9 employment re-verification for international students and serve as the resource person for international students. Process letters for international students to obtain Social Security cards from ISSS. Monitor updates for policy and procedure changes in Tracker I-9.
  • Co-monitor appointment information and processes, along with entire HR Team, for My.Education Appointment Application, HR Front End and general HR email inbox.

HR Specialist Only.

  • Manage the College of Education’s vacation and sick leave (AVSL) portal and provide training and guidance in its use.
  • Provide HR leadership and guidance to faculty, graduate students and hourly employees as well as the supervisors and College leadership.

Additional Duties and Responsibilities

  • Assist with Service in Excess of 100% forms, where needed.
  • Represent the College of Education and HR Team at various college and campus meetings.
  • Perform other duties as assigned.

HR Specialist Only.

  • Participate in the analysis, design, and implementation of HR Standard Operating Procedures (SOPs).

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Human Resource Administration, Management, Organizational Administration, Public Administration, Labor Relations, Business Administration or a field closely related to the position. Two (2) years (24 months) of work experience performing professional-level human resources duties.

HR Specialist Only.

  • Two years of work experience performing professional-level human resources duties and support at the University of Illinois-Urbana Champaign

Knowledge, Skills, and Abilities

  • Exceptional customer service skills.
  • Excellent communication (written and verbal) and interpersonal and organizational skills, cultivating relationships with departmental, college and university offices; work effectively as a member of a team.
  • Effectively manage multiple priorities and deadlines by exercising independent judgment and discretion to prioritize requests from the College, University, departments or individuals to meet deadlines on a large variety of tasks.
  • Ability to discern the level of inquiry, priority or issue for escalation, or to seek guidance for clarification or assistance.
  • Swiftly learn and adapt to multiple technology application platforms.
  • Superb attention to detail.

HR Specialist Only.

  • Knowledge of University HR systems including BANNER, HRFE, I-9 Tracker, JDX, Cornerstone, PARIS and ANA, with the ability to learn and adapt swiftly to technology changes.
  • Working knowledge of University of Illinois human resources policies and procedures.
  • Awareness of pertinent areas within the University’s Statutes and The General Rules Concerning University Organization and Procedure, Provost’s Communications, Campus Administrative Manual Personnel Policies, State Universities Retirement System guidelines, and relevant current federal and state rules and regulations.

Appointment Information

This is a 100% full-time Civil Service 5020 - Human Resource Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after June 23, 2023. Salary is commensurate with experience.
