Job Summary

Provides leadership and managerial oversight for the Learning and Development Unit. This includes but is not limited to, administrative and technical oversight and support for design, development, delivery and maintenance of core and other curricula, key departmental programs related to training IT systems, and testing and evaluation that drive learning and development activities for the Illinois Department of Children and Family Services (IDCFS) Learning and Development department.

Duties & Responsibilities

  • Directs and prioritizes workflow and all aspects of instructional design and development, project management and learning and development support; oversees utilization of a Learning Management System (LMS) and training related IT operations, inclusive of supervising and managing the Online Training Systems Coordinator; oversees testing and evaluation operations, inclusive of supervising the Testing and Tracking Coordinator; supervising and managing the Data Governance Analyst; oversees curriculum development operations, inclusive of supervising and managing the Learning and Development Program Manager.
  • Prepares budgets and provides assistance with strategic planning and metrics data; manages and monitors contracts, develops, recommends and implements standards of operating procedures to meet the needs of the department, to ensure integrity in implementing learning and development programs; directs and manages multiple learning projects in size and complexity; assists project sponsors with defining project scope and throughout the design and development process for content validation; directs IT support for staff and users; attends regular management and project team meetings, providing regular status updates on activities and identifying any issues or challenges; develops and prepares required reports;
  • Maintain accurate archives of course documentation and departmental tracking documents and provide timely updates/reports for institutional assessment; researches and recommends software to implement workforce learning activities; participate as needed with strategic planning meetings related to learning management system(s) necessary for the smooth operation of delivery and tracking of professional development courses to child welfare staff.
  • Assists in staff development on instructional applications of technologies and Instructional methods; oversees the implementation of instructional innovations; oversees development and facilitation of Train-the-Trainer sessions for staff trainers during new curricula roll out, and serves as an administrative and technical resource for issues/questions related to curriculum and instruction strategies and processes;
  • Other duties as assigned that are reasonably within the scope of duties enumerated above. Statewide travel required.

Minimum Qualifications

Master's degree in education/administration, organizational development, human resources, instructional design or a related field. A minimum of five years of progressive professional training and development experience including live/face-to-face and online. Management and administration of education programs, including curriculum development, and demonstrated advanced knowledge of the continuing education essentials and standards. A minimum of five years of supervisory and administrative management experience.

Preferred Qualifications

A minimum of four years of child welfare experience. Supervisory experience of multi-layer or multi-site team(s) preferred. Two or more years of experience designing and developing within Articulate Storyline preferred. Demonstrated Project Management experience.

Knowledge, Skills and Abilities

Management and administration of education programs, including curriculum development, and demonstrated advanced knowledge of the continuing education essentials and standards. Proficient with technology-based tools that support design and/or delivery of professional development curriculum; and previous experience with design and development of instructor-led learning workshops and online training; Computer proficiency in Windows environment appropriate to the position; proficiency in Microsoft Word, PowerPoint, Excel, and Outlook; Demonstrated business, planning, organizing, decision making and problem-solving skills; Understanding of organization-related issues; Demonstrated knowledge and proficiency with collection of, analysis of, reporting of, and administrative use of data; Excellent time management, organizational, and communication skills; ability to complete multiple tasks and high volume of work; Mature, professional attitude and appearance; Openness to continuing learning and upgrading of skills. Demonstrated ability to meet deadlines while producing high-quality deliverables.

Appointment Information

This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after the search posting closes. Salary is commensurate with experience.
