Salary Range: Up to $65,000 annualized, commensurate with education, experience and qualifications.
Hours per Week

Essential Functions
Job Summary
Manages the University of Texas at San Antonio (UTSA) Historically Underutilized Business (HUB) program. Maximizes opportunities for HUB firms to provide the materials, supplies, equipment and services needed to support UTSA's mission and operations. Establishes administrative policies, structures and procedures necessary for efficient and effective operation and management of the HUB program. Responsible for the UTSA Historically Underutilized Business (HUB) program and compliance with State procurement and HUB requirements.
Core Responsibilities
  • Analyzes and interprets federal, state and local laws rules and regulations as appropriate on program reporting, outreach, and compliance. Evaluates HUB subcontracting plan (HSP) for procurement and contract reviews.
  • Assists in developing and implementing effective techniques for evaluating, monitoring the Historically Underutilized Business (HUB) Program; and reviews and evaluates information on service delivery system methods, outputs, and activities to identify gaps in resources and recommend improvements.
  • Participates in program planning, development, analysis, implementation, and documentation; conducts inspections and reviews to determine compliance with laws, requirements, policies, and procedures; and prepares administrative reports, studies, and specialized research projects. Focus on return on investment, operational efficiency, and improving the value and supplier performance.
  • Studies and analyzes program operations and problems and prepares reports of findings and recommendations; and prepares justifications for procedural and policy changes.
  • Assists with program staff, other departments, agencies, organizations, and the public; and works with and speaks to community, professional groups, and other state entities to coordinate, improve, and stimulate interest in the program.
  • Provides training and technical assistance in the program area.

  • Performs other duties as assigned.
Required Qualifications
  • Bachelor's degree from an accredited institution and four years of relevant, increasingly responsible work experience in one of the following areas: Purchasing or Supplier Diversity. A Master's degree may substitute for two years of required experience.

  • Criminal Background Check (CBC)
Preferred Qualifications
  • Bachelor's degree in Business, Finance, Procurement, Public Administration or related field from an accredited institution.
  • One year of procurement experience in government environment, including technical or specialized purchasing such technology or construction.
  • Experience in developing and implementing principles and practices of supplier programs.
  • Experience with an electronic application system.
  • Experience with ERP systems such as PeopleSoft.
  • Experience with Jagger or e-procurement systems Rowdy Exchange.
Working Conditions
Working Environment:
  • Office Environment.
  • Requires use of personal computing equipment, telephone, multi-functioning printer and calculator.
  • May be required to work additional hours during peak periods.
Physical Demands:
  • Sedentary work; sitting most of the time. Jobs are sedentary, if walking and standing are required, only occasionally.
  • Exerts up to 10 lbs. of force occasional
This position is Hybrid-Occasionally: Primarily works remotely, but may work on campus on an infrequent basis (approximately four days or less per month). Travel and parking expenses are the employee's responsibility. Applicants must be adaptable and open to working in both environments.
