Salary Range: $105,000-$120,000 annualized, commensurate with education, experience and qualifications.

Essential Functions
Job Summary
Function: Direction, leadership and administration of the Grants and Contracts Financial Services unit.
Scope: Responsible for the administration of sponsored projects financial services. Oversees grant and contract accounting and reporting including federal, state and ad hoc reports. Ensures that existing procedures and controls are adequate to provide compliance with financial terms, conditions and reporting requirements of externally sponsored programs.
Duties
Typical:
  • Provide administration and management of sponsored projects financial services operations including account activation and close out, invoicing, letter of credit drawdown requests, month-end closing processes, accounts receivable management, financial reporting, compliance with cost accounting standards, project to project cost transfers and facilities and administrative cost recovery.
  • Develop necessary processes to ensure compliance with cost accounting standards as required in OMB 2 CFR 200 Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards: consistency in estimating, accumulating and reporting costs, consistency in allocating costs incurred for the same purpose and accounting for unallowable costs.
  • Maintain the chart of accounts for the grants and contracts restricted fund group.
  • Analyze financial data relevant to sponsored projects to ensure protection of university assets; prepare reports detailing the financial status of extramural funding.
  • Supervise the preparation and submission of federal, state, and ad hoc financial reports in compliance with federal, state, sponsor and university requirements.
  • Report cost sharing to sponsors as documented by the Research Service Centers. Establish cost sharing companion accounts to segregate expenditures.
  • Provide authoritative expertise on the subject of sponsored projects financial administration to decision makers at all levels of the university and act as a resource for information on fiscal compliance issues.
  • Maintain sponsored project accounting guidelines and procedures and provide input to policies and procedures which may have an impact on sponsored project administration.
  • Maintain a risk assessment process for cash management and financial reporting activities to minimize institutional vulnerability.
  • Analyze and evaluate the financial activities of research recharge centers and develop fiscal procedures for all recharge centers and facilities.
  • Responsible for interviewing, hiring, coaching and training employees; directly or indirectly supervising work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
  • Work closely with the Office of Sponsored Project Administration in reviewing and implementing regulations and best practices related to sponsored projects. Work closely with the Office of the Controller on cash drawdown requests, month-end and year-end closing processes and all other cross-functional responsibilities as needed.
  • Serve as the subject matter expert for all grant modules of PeopleSoft, including oversight of all upgrades and enhancements, system testing and participation on UTShare module functional committees.

  • Perform other duties and special projects as assigned.
Required Qualifications
  • Bachelor's degree from an accredited institution in Accounting, Finance, Economics, Business Administration, Public Administration, or a related discipline and seven years of increasingly responsible experience in grant accounting with at least three years in a supervisory capacity. A Master's degree in the required/related disciplne may substitute for two years of required experience.
  • Post-award grant and contract accounting and reporting experience.
  • Experience with ERP systems; demonstrates success in leveraging the use of technology and improve business processes
  • Excellent verbal and written communication skills; ability to respond effectively to questions from parties internal and external to the university; ability to develop and present effective presentations and to write reports, business correspondence and procedures.
  • Extensive knowledge of OMB circulars applicable to sponsored projects and other federal and state requirements.
  • Strong leadership skills.
  • A commitment to excellence and attention to detail.
  • Demonstrated problem solving and decision-making skills.
  • Criminal Background Check (CBC).
  • Knowledge of personal computers, Microsoft Office, accounting software and standard office equipment.
Preferred Qualifications
  • Masters in Accounting or Business Administration from an accredited institution.
  • Certified Public Accountant.
  • Ten years of increasingly responsible experience in grants accounting with at least five years in a supervisory capacity within a university environment.
  • Post-award grant and contract accounting and reporting experience in a university environment.
  • Experience with PeopleSoft financial systems.
Working Conditions
Normal office conditions.
This position will is Hybrid-Occasionally: Primarily works remotely, but may work on campus on an infrequent basis (approximately four days or less per month). Travel and parking expenses are the employee's responsibility. Applicants must be adaptable and open to working in both environments.
