General Notes

Under the direction of the CIO, this position is a strategic leader for the IT department and the broader organization to direct the overall technical design and implementation of solutions to meet the organizational strategy.A technology, digital and data strategy that defines what must be accomplished in those domains exists. Collaboration with UT Austin main campus IT, UT System, and other healthcare organizations across UT will be necessary in this role.

Purpose

This position isresponsible to ensure the technical design and implementation are in alignment with that strategy and results in cohesive, secure, performant, cost-effective technology capabilities to serve the enterprise into the future. Of primary importance will be the technical strategy and plan for the new hospital to enable the academic medical center vision of a data-driven, technology-enable smart medical center. Embedding cybersecurity protections into our technical strategy in a way that balances usability and risk mitigation is required. The work of this position will be done with the leadership and staff throughout the IT organization as well as with business and clinical leaders.

Responsibilities

  • Deep technical understanding of leading technologies and how they work together. Is fluent in all aspects of technology used in healthcare with a demonstrated ability to assess multiple factors in formulating recommendations such as usability, performance, reliability, cost effectiveness, cybersecurity, integration. Ability to clearly articulate trade-offs and rationale for recommendations.

  • Develop the technical aspects of the Technology, Digital and Data Strategy that translates into goals and an actionable roadmap that meets the needs of the business considering usability, performance, cost, cybersecurity, and integration with stakeholders. Regularly conductsresearchandevaluationofcurrenttechnologytrendsandindustrypracticesto inform strategy, and works with Business Development on related opportunities.Ability to communicate technical information effectively with business, clinical, technical, and executive audiences.

  • Comfortable working with staff at all levels of the organization. Work style of collaboration balanced with the need to execute and complete priority work.

  • Business-driven, people-focused, with exceptional influencing skills; excellent organizational, multi-tasking, presentation, and time-management skills; strong verbal and written communication skills. Serves as a role model and mentor for staff. Takes accountability for individual and group responsibilities.

  • Experience in establishing credibility, obtaining buy-in and leading multidisciplinary teams to achieve the technical strategy working in a fast-paced environment partnering with senior business leaders. Proven track record of delivering integrated solutions in complex environments with multiple delivery teams. Proven ability to lead teams, develop effective relationships, and drive change. Escalates appropriately.

  • Ability to develop and foster strategic partnerships with technology vendors, startups, and industry leaders that will enable and accelerate the overall strategy.

  • Data driven in decision making and continuous improvement of services. Strong analytic and problem-solving skills in area of responsibility.

  • Sound business and financial acumen with demonstrated ability to manage financial matters.Contributes to vendor management and contract negotiations in partnership with operational owners.

  • Develop, implement and monitor policies, procedures and standards in collaboration with other IT and Risk Management leaders to ensure policies, procedures and standards are aligned and effective across the organization. ProvidesleadershipinBusinessContinuityandDisasterRecoveryplanning.

Required Qualifications

Bachelor's degree in Computer Science, Engineering, Information Systems or a related field and 10 years of related experience including previous experience as a CTO, IT director, or similar leadership role. Prior experience developing and overseeing technical architecture and/or engineering for an enterprise. Broad knowledge of hardware and software engineering: languages, frameworks, techniques, and industry trends.Deep understanding of cyber threats and effective mitigation strategies. Experience in vendor management. Experience leading IT transformational initiatives in complex environmentsRelevant education and experience may be substituted as appropriate.

Preferred Qualifications

Master's degree in related field. Experience in hospital, medical education, research, or related fields of healthcare. New facility technology-related technical design and implementation experience. Experience with strategic partnerships. Relevant certifications in ITIL, NIST, and PMP. Experience in technology strategic planning. Experience with other parts of IT such as applications management.

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
