Reporting to the Director of Fiscal Operations and working closely with the Vice Dean for Finance and Administration, the Assistant Director of Fiscal Operations provides leadership in finance and accounting at the school.
Job Description
Duties :
The successful candidate will provide outstanding customer service, guidance, and communication with GSE faculty, staff, and students. Positions acts as a liaison between GSE and a variety of Central departments and represents school in various University-wide committees.
The Assistant Director of Fiscal Operations is responsible for a variety of functions, including:
Budget planning (annual and five-year plans) - working with Vice Dean and Director, conduct annual budget meetings with GSE divisions and centers, analyzing current year trends and applying analysis to gauge future year budgets.
Quarterly forecasting - collaborating with Director, analyze historical trends, confirm revenue flows (e.g., student tuition distributions, track salary allocations, etc.)
Data mining - Using query tools such as Business Objects and Qlikview, download large data sets, use Excel pivot tables to perform analysis.
Financial reporting - monitor account spending to avoid unfavorable budget variances; assist programs with data analytics using Qlikview; report on non-credit, online program finances to Provost Office; create donor reports for endowment/gift spend; university-required foreign source income and Department of Education filings; submit international reporting to Office of EVP.
Account Auditing and Reconciliation - conduct annual audits of various account and card programs including purchasing card, Bank of America travel card, endowment/gift fund accounts, Greenphire Clincard program, at-home spend related to hybrid work, and locker rental accounts. Quarterly reconciliation and management of balance sheet accounts as part of required University Comptroller governance.
Management of three accountants who are responsible for the processing of all travel, purchasing, contract review, vendor payment processing, and expense reimbursement for all of Penn GSE divisions, centers, and programs.
Interpret Penn financial policies, training staff and faculty as well as enforcement of policies.
Website - maintain GSE website, updating policies, creating updated content on financial guidance, in an effort to effectively disseminate information.
Manage Qlikview - Along with the Director of Data Analysis, manage GSE's internal budgeting and financial reporting system, involving approximately 400 accounts and over 200 users. Provide user account access, create new accounts, carryforward surpluses/deficits, populate annual approved budgets, maintain chart of accounts for GSE.
Cash account management - Manage wire/ACH transfer accounts flowing into GSE checking account. Manage Cybersource (Learning Stream credit card payments), PayPal (event registration credit card payments) and Slate (admission application fees and enrollment deposits) accounts.
Independent contractor determination - using established internal guidelines, review and approve classification in conjunction with GSE HR.
Procurement oversight - provide senior level approval for various travel and procurement transactions and human subject payments (Greenphire Clin card).
Special projects, as assigned. Current special projects include the creation and implementation of a contract management system to provide a central repository for tracking and reporting.
Qualifications :
A bachelor's degree and 5-7 years of experience is required or equivalent combination of education and experience. Degree in accounting or business preferred.
Additional qualifications:
Technical skills (required): Advanced Excel skills; proficient with other Microsoft Office products (e.g., Word, PowerPoint, Outlook);
Penn BEN financial system experience (preferred);
Business Objects and/or Qlikview experience (preferred).
Previous Penn financial administrative experience a plus.
Experience managing others (required)
