Community Innovation and Action Center

Job Description

The Community Innovation and Action Center (CIAC) at the University of Missouri-St. Louis (UMSL) seeks to hire a Community Development Data Analyst to work across their community-based projects and partnerships - including the Vacancy Collaborative, City of St. Louis, and Rise Community Development.

CIAC engages with community partners to collectively create knowledge, connections, and tools that move us towards just, equitable, and democratic systems in the St. Louis region and beyond. Its data projects have expanded significantly over the past two years, focused on developing infrastructure and conducting analysis that makes information transparent and action oriented. In addition to those named above, these projects include the development of the St. Louis Regional Data Exchange (rdx.stldata.org), a data portal featuring 422 datasets across 8 local governments, as well as ongoing efforts with the United Way of Greater St. Louis, St. Louis Regional Health Commission, St. Louis Regional Response Team, Washington University, Missouri Department of Elementary and Secondary Education, and the Children's Funding Project.

The Community Development Data Analyst will focus on GIS data development, integration, and analysis, produce maps and graphics, and extract, analyze, and report data for community partners. This work requires skill with finding and exporting data files from government and nonprofit agencies. Whether a project requires a deeper focus on data management and integration or GIS analysis and visualization, the Data Analyst will play a key role in critical regional community development initiatives and organizations.

Applicants must be authorized to work in the United States. The University will not sponsor applicants for this position for employment visas.

Shift

40 hours/week

Minimum Qualifications

Bachelor's degree or an equivalent combination of education and relevant experience, and at least 4 years of experience from which comparable knowledge and skills can be acquired is necessary.

Preferred Qualifications
  • Has a master's degree in a related field and/or substantive experience in geospatial analysis, urban planning, community development, political science, architecture, urban design, real estate, or a related field
  • 2 years of professional experience working in government, community development, urban planning, or housing development.
  • Has knowledge of geospatial technologies and how to prepare/manage data for geospatial analysis
  • Can create, maintain and update geospatial databases using the ESRI suite of ArcGIS software and other tools as appropriate;
  • Can collect, prepare, digitize and code spatial data into GIS format and convert GPS/location data into GIS datasets;
  • Experience using Environmental Systems Research Institute (ESRI) products in GIS analysis (2-4 years preferred).
  • Some experience with additional database management, coding, and visualization tools (i.e. SQL, cloud hosting tools, Python, R, Tableau, QGIS, etc.).
  • Can conduct mapping research to ensure accurate use of data and resolve conflicting information;
  • Can evaluate, analyze and implement GIS information needs and/or assist technical professionals in analysis and assessment of a variety of disciplines;
  • Can align additional community datasets for spatial analysis;
  • Can generate reports and produce graphics for use internally and by partners;
  • Can provide technical assistance and support for GIS projects, applications, and data.
  • Can perform other related job responsibilities as assigned;
  • Demonstrates commitment and ability to work independently and collaboratively within a complex work environment;
  • Demonstrated experience building connections with community groups.
  • Demonstrated ability to work with and analyze census data and additional public datasets.
  • Able to manage projects and communicate with clients and partners.
  • Has proven critical thinking, problem solving, and judgment; and
  • Has excellent interpersonal and communication skills.
Anticipated Hiring Range

Pay commensurate with education and experience.
Hiring Range: $65,000 to $70,000 Annual
Grade: GGS-12
