Description:

As part of the HR team, this position initiates and coordinates varied and complex professional HR duties on the Peoria Campus. The HR Assistant Manager is responsible for mandated reporting, compliance, maintenance of complex human resource programs and systems as well as recommending process improvement. The position requires an in-depth knowledge of HR law, Civil Service Statutes and Rules, University of IL Policy and Rules, UIC Policy and Rules, union contracts and the state benefit programs. Serves as a departmental liaison answering leadership and staff inquiries. This position requires a high-level of independent judgment, discretion, initiative and organization. The position works under administrative direction from the Human Resource Associate (HR Director).
Duties & Responsibilities

  • Serves as a department recruitment consultant to departments. Coordinates and processes Civil Service recruitment including requisition submission, postings, applicant review/credentialing, selection documentation, nepotism approvals, education and license verification, restrictive screening, submission of criminal background checks, references, I-9’s, orientation of new employees, and processing of employee documentation/new hire task list items. Position ensures compliance with complex Civil Service policies, procedures, and rules, as well as University, state, and federal employment policies. Assists with Civil Service audits. Responsible for candidate, faculty and staff benefit orientations. Supports HR Director in job description review/renewal/audits as assigned.
  • Coordinates bi-weekly payroll, payroll corrections, miscellaneous transactions and maintains accurate funding source information for all positions. Responsible for processing separations/terminations and miscellaneous transactions including system accesses/security. Coordinates GoTime leave process for Civil Service exempt staff. Responsible for twice yearly GoTime upload making adjustments as needed.
  • Obtains and maintains FMLA/leave documentation for Civil Service employees. Counsels department managers and staff in the use and tracking of leaves. Reviews, analyzes, and coordinates adherence to FMLA laws and University leave policies. Serves as UIC leave liaison. Assists employees in applying for disability and Shared Benefits. _x000d_ Responsible for confidential employee files as well as database maintenance. Oversees photo ID badge process. Responsible for the maintenance of written operations manual for the department. Serves as a resource to employees by coordinating SURS retirement meetings and oversees processing of retirement related terminations. Distributes University announcements.
  • Assists the Human Resource Associate in counseling employees and managers on sensitive issues such as interpersonal conflicts, recruitment, turnover, and job performance.
  • Develops, coordinates and encourages participation in employee activities and programs such as the celebrations, flu shots, wellness programs, service, newsletter and recognition awards, etc. Promotes staff involvement and works to develop positive relationships between the Human Resource Department and staff.
  • Performs other related duties and participates in special projects as assigned. Assumes responsibility for overflow/special projects as assigned by the HR Associate. Develops reports, presentations and trainings as requested. Assumes time sensitive HR Associate responsibilities in her/his absence coordinating with leadership as needed.

Qualifications:

Minimum Qualifications

  • High school diploma or equivalent.
  • Any one or any combination totaling four (4) years (48 months) from the categories below:
    • course work in human resource administration, business administration or a closely related field, as measured by the following conversion table or its proportional equivalent:
      • 30 semester hours equals one (1) year (12 months)
      • Associate’s Degree (60 semester hours) equals eighteen months (18 months)
      • 90 semester hours equals two (2) years (24 months)
      • Bachelor’s Degree (120 semester hours) equals three (3) years (36 months)
    • progressively more responsible work experience maintaining, monitoring, and/or processing human resource records and reports.
