Description:
The Community Outreach Worker at UIC COIP will play a vital role in the implementation of the Mobile MOUD Program, focusing on harm reduction, opioid overdose prevention, and HIV/HCV testing within targeted communities in Chicago. This position requires a deep understanding of local drug use dynamics and the ability to engage effectively with individuals at risk. The Outreach Worker will collaborate with a team to deliver comprehensive services through the mobile health van.
Duties & Responsibilities:
  • Community Engagement: Develop and maintain strong connections with the local community, leveraging personal knowledge and relationships to enhance outreach efforts. Conduct outreach activities to identify and engage individuals at risk of opioid overdose and those involved in local drug use scenes.
  • Harm Reduction Education and Services: Conduct syringe exchange services to reduce the risk of bloodborne infections. Provide opioid overdose prevention education, including safe use practices and recognizing signs of overdose. Distribute naloxone and train individuals on its administration.
  • HIV and HCV Testing: Administer point-of-care HIV and HCV testing, ensuring adherence to established protocols.
  • Mobile Health Van Operation: Create a welcoming and non-judgmental environment within the mobile van for service provision.
  • Linkage to Services: Facilitate direct linkage of patients/clients to COIP field station-based services. Assist individuals with accessing peer recovery support, housing, identification documents, food pantry, and other social services.
  • Collaborative Teamwork: Work collaboratively with other outreach workers, clinicians, and support staff to ensure coordinated and comprehensive care. Participate in team meetings and training sessions.
  • Documentation and Reporting: Maintain accurate and up-to-date records of outreach activities, services provided, and client interactions. Create and Input client intake information/records into the UIC EPIC medical records system.
  • Minimum Qualifications Required:
    1. High school diploma or equivalent.
    2. Possession of qualifications established for the specific program for which the candidate is applying.
    3. Eligibility for employment under the provisions of the Statute and Rules governing the State Universities Civil Service System of Illinois.
    Preferred Qualifications:
    • Lived experience within the targeted communities is not required but is preferred.
    • Knowledge of local drug use scenes and harm reduction principles.
    • Strong interpersonal and communication skills.
    • Comfortable working in diverse and dynamic environments.
    • Understanding and commitment to the principles of harm reduction and community-based outreach.
    • Basic computer skills. Knowledge of Web-based applications or on-line data entry such as REDcap is desired but will train.
