INTRODUCTION

The Assistant Vice Provost for Student Diversity & Inclusion is one of the student officers and policy advisors to the Vice Provost for Student Success on student diversity and inclusion matters and provides the leadership, direction, planning, and coordination of the units and programs supporting student diversity and inclusion as well as collaborating with other assistant vice provosts and directors on programs to ensure overarching campus goals and objectives are achieved. The Assistant Vice Provost for Student Diversity & Inclusion is a leadership team member for the Vice Provost for Student Success and the Provost’s Council.

Student Diversity and Inclusion provides leadership for planning, directing, coordinating, and managing student service areas that promote diversity, supporting minoritized students and traditionally underrepresented and underserved in higher education, and facilitating access to the UH Manoa through its program, activities, and community partnerships. Current federal and state programs provide college access, opportunities, and services to students from multicultural backgrounds with disabilities and are LGBTQ , veterans, Native Hawaiians, underrepresented ethnic groups, low-income and disadvantaged students, student parents, or a combination of more than one group.

DUTIES AND RESPONSIBILITIES

Campus Student Diversity Administrator and Policy Advisor

Serves as the campus student diversity administrator and policy advisor on student diversity and inclusion, educational equity, minority support programs, and other related activities. Provides leadership in developing policies, procedures, and best practices related to assigned areas and institutional, divisional, and program goals and objectives. Promotes diversity, equality, and affirmative action in all aspects of student diversity and inclusion programs and support of campus mission.

Leads and manages student diversity and inclusion-related programs and building of supportive student culture through the implementation of the institutional philosophy that drives and supports student and their success from admissions to graduation; development of applicable internal policies, procedures, and practices; and the implementation of student program planning, performance, and management; and the effective allocation of resources to meet program objectives. Recommends, establishes, and implements new student success programs and strengthens existing programs in consideration of national and local trends of student needs.

Assists the Vice Provost and campus leadership in the implementation and management of goals and objectives related to student success programs to improve the quality, direction, and priorities of student diversity and inclusion that also complements student success programs as well as teaching, research, and administration in full compliance with accreditation and higher education standards and requirements. Assists with fostering a vibrant student campus and academic climate, cultivating a student success environment where effective, innovative, and creative student services may flourish.

Operations

Ensures that day-to-day operations, administration, and management are executed efficiently, including allocation of resources and conformity with governing institutional priorities, applicable laws, rules, and policies. Specifically, it assists with the statutory compliance by the programs under its purview with federal and state laws, the American Disabilities Act, Title IV, Title VI, Title IX, Section 504 of the Rehabilitation Act of 1973, HIPAA, HITECH, and other statutes and regulations.

They are governing non-discrimination and related compliance requirements. Ensures compliance with Board of Regents and Executive policies and procedures and other campus directives. Makes recommendations to the Vice Provost regarding division and campus-level policies and procedures based on on-campus experiences and needs.

Has the authority to oversee and develop assigned programs, promulgate and enforce student policies, and take actions to improve services. Develops and recommends budget allocations and reallocations for designated areas and programs linked to campus strategic directions. Oversees the research, assessment, and performance measurement functions for student diversity and educational equity, including program reviews, to ensure the relevancy and effectiveness of programs and processes.

Prepares background and position papers, executive summaries, draft responses, action plans, and policy and technical reports, and responds to inquiries from the senior administration and other internal or external groups and agencies, as needed, for policy input, procedural analysis, collection of best-practices and decision making on current and new program directions or other issues assigned by the Vice Provost for Student Success.

Researches and develops funding proposals for foundations and federal and state agencies to create additional programs and activities that benefit students and other Office of the Vice Provost for Student Success clients. Provides leadership in developing self-study reports; identifies and applies for external grants and other resources for students; and funds student services support programs that promote diversity, inclusion, and educational equity.

Creates and maintains strategic working partnerships with selected Manoa programs and community-based agencies that impact student retention and graduation and foster student diversity and inclusion.

Works with Vice Provost for Student Success and others as appropriate on initiatives, long-range plans, potential funding activities, and applicable policies and procedures affecting overall student success programs.

Researches and evaluates policies, procedures, and current best practices in assigned areas, focusing on student diversity and inclusion that impact recruitment, retention, and graduation. Keeps abreast of current local and national statutes and regulations and general direction of emerging issues, including but not limited to student diversity, inclusion, non-discrimination, and educational equity locally, nationally, and internationally.

Assists the Vice Provost for Student Success to effectively manage the contemporary emphasis on accreditation and licensure as it impacts student affairs, student services, and student life.

Collaboration and Relations

Works with and interacts with other student officers/counterparts and deans, directors and administrators from UH Manoa and other campuses; governance representatives from student, faculty, staff, and Native Hawaiian governance groups; and business and community partners and other constituencies and internal and external organizations.

Develops and oversees agreements, partnerships, and exchanges with other internal units and, as appropriate, other educational institutions and organizations across the UH System, nationally and internationally. Represents, promotes, and advances UH Manoa in working with state, national, and international organizations and represents and promotes campus student success, specifically student diversity, and inclusion, to stakeholders, serving as the official representative of the Vice Provost for Student Success as appropriate.

Assists in establishing a student culture where becoming a Native Hawaiian Place of Learning, a Truth, Racial Healing, and Transformation (TRHT) Campus Center, and diversity is encouraged and where students learn to respect differences, take responsibility for their actions, and exercise leadership through the Native Hawaiian principles of mo'ok?'auhau, kaikua'ana, and kaikaina, and the kuleana to hanai, ho'omalu and malama.

CONTACTS AND RELATIONSHIPS

Work involves considerable contact with faculty, staff, students, administrators, campus counterparts, other higher education student officers, shared governance representatives, and community and business members.

MINIMUM QUALIFICATIONS

  1. Earned doctorate or equivalent terminal degree from an accredited institution; or equivalent combination of education and experience which provides the required education, knowledge, skills, and abilities.
  1. Three (3) years of professional experience in higher education administration of student diversity and inclusion and educational equity or a demonstrated comparable professional expertise (e.g., department or program chair or director, assistant or associate dean, dean).
  1. Experience in developing, coordinating, and implementing identity-based programs and initiatives that advanced retention in a higher education setting.
  1. Experience working within extensive undergraduate, graduate, and research higher education organizational structures, and/or critical student diversity, and inclusion programs.
  1. Experience in current student diversity and inclusion program planning and evaluation techniques.
  1. Experience in leading, conducting, and preparing performance indicators and assessments for specific student populations.
  1. Experience interpreting and applying administrative policy statements and intent to various issues and situations.
  1. Demonstrated record of leadership in scholarship, service, and community engagement.
  1. Demonstrated understanding of and commitment to shared governance and collaborative leadership.
  1. Demonstrated ability to establish and maintain effective working relationships with administrators, faculty, staff, students, legislators, state and federal officials, and the general public.
  1. Ability to communicate effectively with internal and external constituencies.
  1. Ability to understand and work effectively with identity-based student populations in higher education environments.
  1. Demonstrated ability to exercise extreme tact, diplomacy, initiative, and sound judgment.
  1. Demonstrated ability to resolve wide-ranging complex problems through creative reasoning and logic to accurately determine the cause of the issues and resolve the problems in a practical, innovative, and timely manner and planning with the campus community.
  1. Demonstrated ability to interpret and apply policy provisions to situations consistently and to analyze and develop options and alternatives for resolution.
  1. Demonstrated experience working with and understanding the importance of empowering Native Hawaiians or other indigenous communities in higher education.

  1. Administrative experience at a university with extensive student services programs. 
  1. Demonstrated experience with successful student and organizational innovation. 
  1. Demonstrated successful leadership experience in a unionized environment.
  1. Demonstrated ability and record of success in bringing campus groups together around new ideas and initiatives.
  1. Proven track record of working effectively with faculty, students, governing boards, advisory groups, legislative bodies, local government officials, and community and business leaders.
