Brief Summary of Job Duties

Under the direction of the Director of Financial Planning & Analysis, the incumbent is responsible for the preparation of financial models and forecasts, and the development of business intelligence and other decision support tools to support decision making by leadership in the Office of Budget and Planning, campus senior leadership, and campus departments. This includes independent research and analysis of key financial performance indicators and metrics, multiple scenario data modeling, and concise written and verbal presentation of findings. The position also plays an important role in support of other functions within Finance and Resource Management, including treasury functions (e.g. tracking short-term investment pools, monitoring debt portfolio and campus loans) and business support for the Office of Budget and Planning.

As UCSB implements a new enterprise-wide financial management tool (Oracle Financials), the Financial Planning Analyst will participate in the design, creation and implementation of new campus-wide reporting. The incumbent will help ensure that appropriate reports are created to answer business questions across campus, and will provide training and ongoing support to units on report creation and leveraging reports for business planning.

The incumbent possesses an understanding of the principles of budgeting, finance and accounting with strong skills in data analysis and modeling. The ideal candidate would also be experienced in database queries (e.g. SQL, Tableau, Hyperion, Microsoft’s Power BI or other Business Intelligence tools).

Minimum Requirements:

BA/BS in Accounting, Finance or related field, or combination of education and relevant experience. A minimum of five (5 ) years of complex financial analysis experience required.

General knowledge of the principles of accounting, finance, and economics, and techniques of database querying and analysis. General knowledge concerning preparation and interpretation of financial statements such Statements of Net Income and Change in Net Position, Balance Sheet and Cash Flow Statements.

Expertise with some advanced functions of Microsoft Excel and ability to develop financial models and produce financial analysis with minimal oversight.

Ability to analyze large data sets using Excel, Access, or Tableau, and be able to tell a simple story through trends over time, across categories, and by combining different data sources (i.e. annual expenses and enrollment data). Requires general knowledge in data collection and analysis techniques, including handling of missing/incomplete data and identifying potentially erroneous data. Possess an understanding of how to join and merge disparate data sources. Has ability to work independently to gather data, organize, and perform financial analysis assignments. Demonstrated ability to work in a time pressured environment.

Able to work collaboratively, contribute effectively to brainstorming activities, solve problems, and develop processes while fostering effective relationships and achieving results.

Must have demonstrated ability to clearly and concisely convey technical information, both written and verbal, to a broad audience.

Ability to adapt to changing priorities. Ability to multi-task. Ability to function effectively under pressure and cope with a variety of personalities with limited oversight and supervision. Experience under direction with crisis situations. Ability to facilitate and resolve interpersonal conflicts.

Must be proficient in use of Microsoft Office and common desktop/web applications.

Financial Models and Data Analysis

Responsible for the development, integration, operation, and implementation of complex financial models utilized for short and long-term resource planning and cost distribution/assessments.

(1) Independently identifies, researches, and evaluates metrics necessary to provide accuracy in financial model projections. Works closely with divisional and departmental resource managers to refine modeling projections, identify trends over time, in order to support decision-making by senior management. Evaluates UCSB trends within the UC system-wide context and to ensure accuracy and validity of local models and forecasts.

(2) Supports the development and maintenance of financial models and other projection tools, such as performance dashboards, benchmark (ratios), comparative analyses, key performance indicators (KPI’s), and visualization tools to provide long-term planning tools for Budget and Planning, Senior Managers, and Campus departments. Provides ad hoc financial analysis and modeling support, including the development of reports and presentations.

(3) Financial modeling and/or resource analyses related to areas with campus-wide impact, which may include revenue and expense forecasting, debt portfolio management, staff or faculty salary or FTE analysis, student enrollment analysis, endowment income, or capital funding analyses.

Resource Planning and Management

Supports the resource planning and management functions of the Office of Budget and Planning, examples include the the following areas:

(1) Investment Income Management: Assists in monitoring earnings and returns in campus working capital investment products such as the Short-Term Investment Pool (STIP), the Total Return Investment Pool (TRIP), and the Blue and Gold Investment Pool.

(2) Expenditure Assessment Programs: Assists in the development and implementation of the budget for the UCOP and ETS support assessments.

(3) NSFAS Assessment Program: Administers monthly expenditure assessments on non-state programs. Prepares occasional analyses of income generated by funds and departments.

(4) Loan Support and Capital Funding Analytics – provides financial oversight for campus loans and conducts ad-hoc real estate analyses to support resource planning.

Budget & Planning Support

Supports budget and financial management of various units within the Office of Budget and Planning (Capital Development, Campus Planning & Design, Community Housing Authority, Real Estate, Institutional Research, Budget Office, and Financial Planning & Analysis).
