Department Overview
As a security first organization, Technology Delivery Services (TDS) is part of the Information Technology (IT) Department. The TDS teams include Information Security, Planning (architecture and PMO), Application Development, HR & Payroll Development, Infrastructure, and Client Services teams. Position Summary
The Product Manager partners with the business departments to establish the overall product strategy of the University of California Pension Administration System (PAS). This includes the design, development, and implementation of the Retirement Services applications and technology services. The Product Manager will become the subject matter expert to understand the PAS system and its components, as well as the business processes and how the system supports each team / department within the UC and overall UC Policy. The key focus of this role will be to manage the business systems analysts and help provide technology services to the Retirement Administration Service Center (RASC) by prioritizing the needs of RASC and its partners. The Product Manager will collaborate with RASC, Systemwide Human Resources, ITS, locations, and retirees to define the services and to build consensus on processes, deliverables, scheduling, etc. The product manager oversees the work of the team, providing mentorship, guidance, performance assessment; and fosters an inclusive work environment.
Key Responsibilities
35% PRODUCT STRATEGY & SUBJECT MATTER EXPERT: Responsible for the definition, specification, and delivery of functionality to support retirement business functions across UC. In partnership with the business departments, maintain a complete product strategy, including detailed roadmaps, to communicate and receive approval from all stakeholders. Exercise sound product management judgment in the selection and implementation of technology platforms, interfaces, security, data migration, and sustainable operation. Serves an advocate for RASC and their partners to help drive prioritization of the most important initiatives for the PAS ecosystem. Generate unique solutions to problems rather than relying on work-arounds. Committed to learning RASC business processes and outcomes along with industry pension best practices. Expected to identify best practices that may optimize or improve on existing processes and technology. Close partnership with stakeholders on their needs and how their requests interrelate or conflict with those from other areas. Ability to balance stakeholder needs and IT requirements to ensure a secure and scalable application ecosystem. Identifying the root cause of technical or organizational problems as opposed to focusing on the symptoms.
    25% PERSONNEL & RESOURCE LEADERSHIP/MANAGEMENT: Lead a team, directly and/or indirectly, of business systems analysts and project managers to deliver on the product solutions and roadmap. Directly hire team members and participate in interviews as appropriate utilizing UC policies and procedures to ensure equitable practices are being followed within the recruitment process. Manages a team in accordance with UC policies and procedures, ensuring appropriate and periodic performance assessments, motivating employees, and encouraging professional development. Fosters an innovative, inclusive, and supportive work environment. Provides vendor management to ensure UC standards and practices are followed.
    15% COMMUNICATION & COLLABORATION: Engaging others to build a sense of ownership of organizational goals and translating them into practical steps. Inspiring others, including staff, management, and senior management to embrace change and deliver outcomes. Interact with numerous teams (IT, business, campuses, system integrators, etc.) for direction and input; utilizing surveys, interviews, and user focused testing to shape products. Lead group forums to gather requirements, build consensus, relay findings and direction, etc. Effectively communicate with a wide variety of stakeholders, tailoring the message / content based on the audience.
    15% PROJECT MANAGEMENT: Planning workstreams and projects such that specific tasks, timelines, milestones, and objectives are clearly established in advance. Instituting effective methods for keeping track of project details. Organizing or adjusting information and materials to ensure accurate and timely completion of tasks. Working with client / stakeholders across UC which includes senior leadership and/or their staff to address issues and implement solutions in alignment with strategic goals.
  • 10% DOCUMENTATION: Develop and document user personas, user scenarios, use cases, and detailed product requirements. Build roadmaps, process flows, etc. to effectively manage the product lifecycle and strategy. Deliver product management updates which articulate the status and future plans for the PAS ecosystem. Create communication plans and announcements for product changes.
    Experience
    Required QualificationsMin 10 years of relevant work experience.
    Min 2 years of experience directly managing a team.
  • Min 2 years of experience owning, prioritizing, and driving a product strategy to meet business and market needs.

    Strong ability to elicit requirements from stakeholders and user groups to define solutions.
    Demonstrated excellent analytical, problem-solving, project planning and implementation skills for Technical and Business/Functional needs.

    Demonstrates exceptional ability to learn quickly, reason, synthesize and simplify based on information obtained; sound judgment and ability to draw unbiased conclusions.

    Direct experience in authoring detailed functional specifications that were converted to a technical solution.
    Service management experience.
    Experience in leading change management activities.
    Ability to translate business requirements into technical requirements.
    Knowledge of Agile frameworks and ability to establish them where needed.
    Strong ability to coach and motivate others to develop their expertise, knowledge, and skills.
    Demonstrated product visioning, marketing mindset and skills.
    Expert Interpersonal skills, effectively interprets and communicates, both verbally and in writing complex information in a clear and concise manner.
    Demonstrated ability to resolve issues that may involve people, systems, and processes by using logic and experience.
  • Demonstrated experience creating a diverse team and cultivating a supportive and inclusive work environment.
    Preferred QualificationsPension experience, preferably with UC Redwood.
    Working knowledge of UC Policy, statutes/regulations, and agreements with respect to pension.
    Experience in higher education strongly preferred.
  • Exposure to Lean Six Sigma.

    The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
