DEPARTMENT OVERVIEW
The department of Institutional Research and Academic Planning (IRAP) is a central service unit of the Office of the President. IRAP provides timely, accurate, consistent and reliable information about UC and the environment in which it operates. Through evidence-based analyses, the department supports and guides enrollment planning, policy creation and revision, program and campus budget reviews, statewide higher education studies and UC operations. IRAP also produces the annual Accountability Report, which assesses UC's activities, achievements and operations through data-driven narratives and visualizations.
POSITION SUMMARY
The department of Institutional Research and Academic Planning (IRAP) is a central service unit of the Office of the President. IRAP provides timely, accurate, consistent and reliable information about UC and the environment in which it operates. Through evidence-based analyses, the department supports and guides enrollment planning, policy creation and revision, program and campus budget reviews, statewide higher education studies and UC operations. IRAP produces the annual Accountability Report, which assesses UC's activities, achievements and operations through data-driven narratives and visualizations.
Responsibilities
60%
Reporting and Analysis: Research, gather, analyze and summarize data and policy information for a wide variety of projects related to issues in higher education and within UC such as research and innovation, federal/state/private grants and contracts, and personnel, with an emphasis on integrating data sources to provide comprehensive storytelling. Responsible for both regular reporting (such as the Accountability Report and Information Center Dashboards) as well as ad-hoc requests in the areas discussed above. Respond to and provide customer service for ad hoc inquiries from UCOP units involved in advocacy, legislation, executive, or media/communication in the areas of sponsored projects, research and innovation, and personnel. Support the production of the annual UC Accountability Report with particular focus on the chapters related to research, personnel, and institutional performance. Conduct the data analyses, develop the data visualizations, and write sections of the narrative to support production of the report. Responsible for the preparation and submission of mandatory external reporting such as federal IPEDS reporting, NSF reporting, and faculty salary and profile surveys. Develop data visualizations and reports on issues in higher education and within UC that use both internal UC data and external data for benchmarking.

Data Quality Assurance: Support the collection, stewardship, and quality control of sponsored projects (SPX) data collected from the UC campuses. Liaise with campus contracts and grants offices and collaborate with the IRAP technical team, ITS and the Research Policy unit (RPAC) in the ongoing collection and data quality assurance process to ensure timely and accurate data loads. Collaborate in the development of diagnostic reports to assess data quality and troubleshoot data quality problems. Research and respond to campus questions regarding data issues, system upgrades, and system integrations (e.g., finance and personnel and contracts/grants systems). Attend regular meetings with campuses to provide updates and stay abreast of campus issues. Support ongoing upgrades and retrofits to various systems such as SPX, financial, and personnel systems so that they remain usable and relevant to the work required and IRAP strategic priorities.

Expertise: Support analysts and leaders in IRAP and other UCOP units to understand complex issues in higher education pertaining to research and innovation. Develop expertise in external and public data sources (i.e. IPEDS, Census, NSF, AAUDE, etc.) related to higher education, particularly as it pertains to research and personnel. Stays abreast of trends in federal and state research funding and policy issues. Develop expertise on and keep up with changes to internal systems (such as the adoption of the Common Chart of Accounts, UC Path, etc.) and external reporting mandates.

Collaborations: Assist in developing and nurturing collaborations with units such as Academic Personnel and Programs, Research and Innovation, and campus IR/research offices. Develop relationships and understanding of who needs to be consulted on data or policy issues.

Skill Enhancement and Service: Attend classes, seminars, and conferences and pursue activities that enhance expertise. Serves on UC workgroups related to student data collection, analysis, and reporting as appropriate, and participates in activities that enhance the UC community and support the university mission. Required to uphold the UCOP Principles of Community.
Required Qualifications
  • Thorough knowledge of data processing and analysis techniques. Requires experience managing data collection, validation and analysis. Analyses use valid statistical and social science methods. Knowledge of organizational principles and procedures involved in handling sensitive data.
  • Knowledge of data and statistical analysis tools such as SAS, SPSS, Stata, or, R.
  • Requires good interpersonal skills with the ability and desire to work on multi-disciplinary teams. Employs active listening and critical thinking skills. Ability to multi-task and work on quick turnaround tasks of critical importance.
  • Strong ability to present information in a clear concise manner verbally, in writing, and through visual displays of quantitative information.
  • Customer service skills to respond to ad-hoc requests, including prioritization and assessment of feasibility.
  • Able to provide good judgment, decision-making, and problem solving.
Preferred Qualifications
  • Coding skills such as SQL, R, and/or Python toward the service of querying databases, joining large datasets and aggregating data in a manner suitable for reporting and analysis.
  • Experience and understanding of data visualization and dash-boarding techniques and principles, as applied through a tool such as Tableau.
  • Advanced degree in education, public policy, public administration, social sciences or related field with a strong focus on quantitative research methods and data analysis, or at least 3 years of related experience/training.
Education
  • Bachelor's degree in education, public policy, public administration, social sciences or related field and minimum 3-5 years of experience and / or equivalent experience / training.
