DEPARTMENT OVERVIEW
Capital Markets Finance (CMF) at UCOP, UC Office of the President, is responsible for raising capital on behalf of the University's campuses and medical centers, and manages the University's $31 billion debt portfolio. CMF's support for capital programs for the campuses and medical centers is essential to the University's educational, research, and medical activities and to providing services to our faculty and student body.
POSITION SUMMARY
The Capital Markets Financial Analyst will provide technical and analytical support to the team. Specifically, the Analyst will analyze debt capacity and liquidity, conduct institutional research and quantitative analysis as part of bond issuances and ongoing debt management, support administration of the University's central bank debt management system, coordinate investor disclosures, and support bond compliance tracking. The Analyst must have strong financial modeling and PowerPoint skills. The Analyst will also work closely with colleagues throughout the system, including those in Capital Planning, Real Estate, and the Office of the Chief Investment Officer, as well as external partners, and must be a collaborative team player.
Responsibilities
  • 20%: Identify and summarize UCOP and campus business needs and requirements pertaining to financing, debt tracking, and reporting, including working with other Office of the President staff and campuses to support Board of Regents approval of capital projects and other financial matters, and reporting liquidity metrics to senior leadership and rating agencies.
  • 20%: Provide professional support within UCOP and to the campuses and medical centers in the administration of the University's central bank debt management process and month-end project funding.
  • 20%: Develop and maintain Excel-based financial models to project debt capacity for the 10 campuses and to administer the University's central bank debt management program.
  • 10%: Maintain the University's debt management system database.
  • 10%: Administer day-to-day activities for and track data on the University's commercial paper program, variable rate bonds, remarketing agent performance, and swap valuations.
  • 10%: Support bond transaction process, including conducting research on system-wide metrics and projecting approval histories in order to update bond offering documents and facilitate legal due diligence. Work with Accounting colleagues to analyze and reconcile bond issuance data.
  • 10% Other ad hoc strategic projects, as required, including providing assistance and support in developing presentations for internal and external needs.
Required Qualifications
  • Has some knowledge of finance and accounting policies, practices and systems.
  • Has ability to gather, organize, and perform basic financial analysis assignments.
  • Strong Excel skills, including ability to independently modify and/or develop moderately complex financial models.
  • Ability to present information in a clear and concise manner both in writing and verbally.
  • Proficient in use of Microsoft Office and common desktop/web applications.
Education
Bachelor's degree in finance, accounting, economics, business administration, public administration or a related area and/or equivalent experience/training.
SALARY AND BENEFITS
Salary: $72,000 - $84,600 commensurate with experience

ADDITIONAL INFORMATION
This position may be eligible for a on site, hybrid, or remote within California work arrangement. The employee may be required to report to work onsite in Oakland, CA on a regular schedule.
