The Office of the President is the system-wide headquarters of the University, managing its fiscal and business operations, and furthering its public interest, academic, and research missions. It supports campuses and students through system-wide funding and programs; manages the University's multi-billion-dollar operations and investments; oversees medical centers and national labs; provides centralized labor relations and legal services; and promotes the well-being of its diverse and large workforce through benefits and retirement programs. The Office of the President coordinates activities that allow a complex and unique system to operate efficiently as one university, overseeing and managing programs that serve the entire system, and enabling campuses to capture the savings and efficiencies that come from centralized operations.
The Associate Vice President, Systemwide Employee and Labor Relations (AVP ELR) is a new role within the Office of the President, uniting two previously separate and distinct departments: Systemwide Employee Relations (ER) and Systemwide Labor Relations (LR), and reporting to the VP of Systemwide Human Resources. Oversight includes strategies, policies, and programs for approximately 200 executives and 140,000 staff employees across the UC system, and encompasses collective bargaining and contract administration with 15 unions, as well as employee engagement, performance management, complaint resolution, and Systemwide Equal Employment Opportunity and Affirmative Action.
A collaborative relationship builder and compelling communicator, the AVP will lead the development and smooth integration of two distinct but interconnected departments, aligning processes and budgets with strategic goals, and building the team's ability to provide the data, interpretation, and resource guidance needed by senior leaders across the University community. Under the AVP's strategic leadership, this integrated team will work together to develop a fair, balanced, and constructive approach to ER/LR - the embodiment of a comprehensive HR philosophy that addresses all staff employees appropriately, regardless of representation.
An adroit and trusted leader, the AVP will have deep experience managing and leading employee and labor relations in a complex, multi-site and multi-union environment, and will have relevant education and/or experience, ideally including SPHR certification. Experience stepping into a newly created role will be welcomed; experience in an academic and/or healthcare environment, as well as exposure to and comfort with the principles of shared governance, will be preferred. The AVP's work will materially affect the future of the UC workplace and its employees, and will involve engagement and influence with multiple constituents across the University community, including the President, the Board of Regents, and California State Legislators.
