Department OverviewThe Workforce Commitment Office (WCO) is responsible for promoting best practices, creating guidance, and ensuring alignment with the University of California's (UC) systemwide collective bargaining, policy, and legal obligations related to contracting for services. The WCO supports the mission of UC to support an inclusive and diverse work environment, to create hiring opportunities, to retain valuable employees, and to work collaboratively with supplier stakeholders. The WCO does this by building partnerships with and across UC's locations, creating and managing support and compliance tools, training and communicating with key stakeholders, developing a comprehensive compliance strategy and timeline, supporting and coordinating successful recruitment strategies and career conversion processes, and leading and enabling cross-functional teams that support these efforts across the system. This office reports to the AVP of Systemwide Employee and Labor Relations.Position SummaryIn partnership with the Director of the Workforce Commitment Office (WCO), the WCO Associate Director applies in-depth labor relations expertise to further the University's strategies with regard to contracting out for covered services across the UC system. Serves as a subject matter expert on AFSCME's Article 5, covered services, qualified individual requirements, and other legal obligations as delineated in union contract language and state law. Carries out complex analysis of data and situations with broad impact across all locations. Prepares advanced, well-researched recommendations to University leadership on ensuring compliance with UC's obligations. Serves as a recognized leader, thought partner and second-in-command to the WCO Director in the area of contracting out. Identifies methods and strategies to achieve success as a team and at the organization level. Provides subject matter guidance in the production of mandated reports and certifications. Plays a key role in implementation of systemwide communication plans and maintains effective collaborative relationships across the system. This position is eligible for a remote work arrangement within the state of California. The selected candidate must reside within the state of California or be willing to relocate.Key Responsibilities

30% Serve as subject matter expert on labor relations including AFSCME's Article 5, contracting out for covered services, collective bargaining requirements, contract language and applicable state laws and regulations. Ensure the UC and suppliers are in compliance with negotiated standards and agreements related to contracted services. Substantial responsibility for and contributions to the timely and accurate production and application of Qualified Individual (QI) Report findings; completion of Wage-Benefit Parity (WBP) Supplier Compliance Verification and its implementation, and delivery of the annual SB 820 certifications and reporting to the Legislature.

30% Partner with WCO Director to develop and implement effective long-term strategies to comply with all legal obligations related to contracting out. Prepare recommendations with supporting data and justification. Conduct complex analysis of data and situations with broad impact across all locations and flag contractual or legal obligations. Contribute to monthly reporting to President's Executive Office as needed.

20% Play a critical role in coordination and alignment of systemwide efforts to achieve compliance with contracting out provisions. Implement comprehensive communication plans with stakeholders both internal and external to UC. Maintain effective collaborative relationships across the system. Regularly interact with executive level management, legal counsel and other stakeholders on matters concerning contracting for services.

20% Provide guidance and leadership to WCO team and serve as back-up to WCO Director as needed to carry out program objectives. Devise methods and strategies to enhance team effectiveness. Take an active role in building consensus among diverse entities and leading meetings as needed with collaborators and stakeholders including union leadership, outside supplier management and/or account executives. Substantial involvement in the creation of the Article 5 Annual Report Project Plan as a team.

ExperienceRequired Qualifications

Min 10 years 10 years or more in Labor Relations or closely related field

Preferred Qualifications

Min 4 years Experience in a large, complex organization

Possesses expert analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.

Demonstrate expert knowledge of systemwide, campus, and/or medical center policies and procedures. Expert knowledge of functional area and understands how work impacts other areas across the system.

Has expert knowledge of labor relations field with a functioning knowledge other subject areas of human resources.

Exhibits expert knowledge of legal requirements needed to minimize exposure and liability.

Capable of developing, interpreting, and administering systemwide labor and procurement related policies and processes.

Demonstrates expert level skills necessary to communicate complex issues involving significant financial risk to the university and represents its interests effectively.

Possess highly developed skills to provide guidance to UC leaders, colleagues at locations, external stakeholders and employees on complex and significant issues.

Demonstrates skills and abilities in reaching consensus in volatile and/or rapidly changing situations.

Has highly developed written, verbal, and presentation skills for presenting and communicating complex information to leaders and stakeholders at varying levels in the organization.

Has expert knowledge of labor requirements and ensuring adherence to union contracts.

Preferred Qualifications

Familiar with contracting out provisions and limitations in a large decentralized public organization

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position
