The Visiting Scholars Program Manager at Berkeley Law develops and implements programs for Visiting Scholars at Berkeley Law, and the outreach and admission of these Visiting Scholars to Berkeley Law through relationships/partnerships with international universities and government institutions. This position provides leadership, guidance, and technical expertise to develop, implement, and support significant research interests and collaborations of Visiting Scholars with UC Berkeley School of Law, its faculty, research programs, centers, and institutes.

Responsibilities
Provides analyses for complex budget, financial, academic, data, systems and resource projects working directly with all levels of managers.
The Visiting Scholars Program Manager is responsible for the administrative design and implementation of the Law School Visiting Scholars and Researchers application and admissions program. This includes integrating new and revised requirements and regulations into the Program, as well as functioning in a leadership role in managing the Visiting Scholars applications and visa requirements according to campus regulations.
The Manager also provides guidance to Law School administrators and faculty in technical areas of UC Berkeley Visiting Scholar policies and U.S. government visa policies and regulations
The Program Manager develops, manages, and oversees a comprehensive database for the Visiting Scholars Program (the "Program").
This position draws on the information from the comprehensive Program database, and gathers statistical information to review and determine the effectiveness of Program outreach and applications/admissions efforts in meeting Program goals; provides Program statistical information to the Law School Dean and other departments within the Law School as a resource for planning and strategy of international programs in the Law School.
In collaboration with the Senior Assistant Dean and Chief Administrative Officer, develops, manages, and provides analysis and recommendations for the Program budget.
Monitors and analyzes changes in external regulations, legislation, and UC policies for impact on the Program.
Researches and summarizes best practices in the field.
Proposes, leads and/or participates on policy and planning committees and working groups relating to the Program.
Conducts post-implementation analysis to determine the need for further enhancements, finer distinctions and/or additional process/policy components to the Program.
Develops proposals and recommendations to guide and support a broader strategic direction for the Program.
Coordinates efforts with a variety of external and internal contacts; researches organizational structures, policies and procedures and summarizes best practices in field for the benefit of the Program.
Performs ad hoc, analytical studies on a wide variety of policies, programs and issues relating to the Program, which are complex in nature.
Researches and analyzes processes, procedures, policies and organizational structures in order to develop and/or implement changes to the Program.
The Program Manager oversees the development and implementation of the comprehensive Program application process, working closely with the Faculty Chair in the review process, thus ensuring that all visiting scholar qualification requirements are met, procedural requirements are implemented, and in compliance with all campus and visa requirements and regulations.
The Program Manager works with the Faculty Chair regarding complex cases, including qualifications, research proposals, faculty sponsorship, international partnerships and research collaborations with law school faculty/ research programs/centers.
Prepares directives, regulations and other instructions for issuance to departments about the Program.
Coordinates implementation with departments that cross organizational lines as needed.
The Program Manager provides technical expertise (Program policies and guidelines, campus regulations, visa and U.S. Dept. of State/Homeland Security regulations) to Law School Deans and administrators as well as to Executive Directors of numerous Law School Berkeley Law programs, centers and institutes, and other experienced admissions specialists; responds to inquiries from international universities, governments institutions, and international students and scholars regarding Program admissions policies, campus regulations, visa and U.S. immigration requirements and regulations.
Works with the Fulbright Foundation, which has numerous domestic and international divisions, to ensure that Fulbright Scholars selected to visit Berkeley Law meet the Law School application requirements and fulfill all Law School policies; works with Fulbright officers regarding "exceptional" scholar requests, such as post-Fulbright appointment extensions; works closely with the scholar, Berkeley International Office, and the Fulbright Foundation to meet all U.S. government and Fulbright regulations.
Establishes and maintains contacts internally and with external constituents for the collection and exchange of Program data.
Provides support for high level and diverse partnerships with universities and judicial institutions, MOU partnerships, and faculty collaborations; provides advanced knowledge and understanding of UC Berkeley/Law School Program policies and procedures to attract and foster exceptional scholarly partnerships and research collaborations, as well as providing technical expertise and guidance to a growing number of international scholars and researchers.
Reviews specific Visiting Scholar sections of the MOUs with law schools and institutions regarding campus and visa requirements, and campus, visa and law school fee policies; confirms visiting scholar exchange agreements with institutions during their MOU visits.
Works with foreign government institutions on an ongoing basis regarding judges and prosecutors who come to the Program to conduct research related to their judicial responsibilities and legal specializations.
Plans and executes community building activities for scholars and researchers to enhance their UC Berkeley and U.S. experience.
Required Qualifications
Strong background working with international constituents with patience and tact.
Advanced comprehensive knowledge and understanding of UC Berkeley Visiting Scholar
& Postdoc Affairs (VSPA) admissions requirements, Dept. of State/Homeland Security regulations, and Berkeley Law Visiting Scholars Program policies.
Analytical skills to conduct analysis and develop recommendations to Chairs / unit management.
Demonstrated organization, problem solving, and communication skills;
Strong verbal communications skills with the ability to communicate effectively and interact with diverse individuals from within and outside the university, using tact, diplomacy, flexibility, and sensitivity.
Excellent written communication skills with a demonstrated ability to write concisely, persuasively, and to clearly summarize information.
Ability to explain policies, procedures, and other concepts to all levels of staff and scholars, both verbally and in writing.
Strong attention to detail and excellent skill proofreading documents for accuracy, clarity, grammar, syntax, and continuity.
Demonstrated ability to analyze, interpret, and implement complex policies.
Strong skills in analyzing and synthesizing data for preparing sound and relevant proposals.
Ability to organize, prioritize, follow through on tasks, handle multiple tasks simultaneously, and meet competing deadlines independently; respond to urgent requests with the demonstrated ability to function well in a high-volume environment with frequent interruptions.
Proven leadership skills with the ability to act independently and exercise sound judgment, with the acumen and sensitivity to identify those decisions and activities which require confidentiality and/or higher-level consultation and/or group collaboration.
Ability to use discretion and maintain all confidentiality.
Knowledge and/or experience with visa processing with ability to independently manage full scope of immigration issues.
Strong computer skills with proficiency in Microsoft Office (Word, Excel, PowerPoint), Google Suite applications, and video conferencing platforms.
Ability to learn new computer programs and software systems as needed.

Education/Training:

This is an exempt, monthly paid position. Annual salary is commensurate with experience.
