Departmental Overview
The Center for Educational Partnerships (CEP) is the primary department on the UC Berkeley campus charged with developing and implementing programs and strategies to improve academic preparation, expand educational opportunities, and ensure access to higher education for low-income and educationally disadvantaged students. Working in partnership with local schools and communities, CEP improves academic achievement and expands post-secondary educational opportunities for students who face significant barriers to college.
Destination College Advising Corps (DCAC) and Early Academic Outreach Program (EAOP) are University of California-sponsored programs within CEP that prepare high school students from under-resourced communities for admission to the University of California and other colleges and universities. Through the work of College Advising Fellows, DCAC and EAOP completes its mission by offering intensive college access services, providing timely college preparation information and advising, and supporting our students, families, schools, and communities. Services offered include academic advising, whole school events and activities, and information dissemination to students, schools, and families on the educational and social benefits of post-secondary education throughout California.
Reporting to the Co-Director of the DCAC/EAOP, the Silicon Valley Regional Director has expertise in the design, planning, and implementation of programs, professional development, strategic partnerships, data management and reporting, and supervision. Establishes new and maintains organizational relationships with K-14, higher education institutions, and community-based organizations. Assignments require advanced knowledge of highly complex or technical information. May have supervisory responsibility.

Responsibilities
Professional and Community Relations, Partnership Development, & Program Sustainability:
Develops partnerships with K-12, higher education institutions, and community organizations and partakes in statewide collaborations and initiatives (i.e., San Jose Cal Soap, uAspire, K-16 Collaborative, Northern California College Promise Coalition, Intersegmental Coordinating Committee, Eastside Alliance, College Day Committee)
Maintains partnerships with city and county entities in the pursuit of advancing college-going initiatives (i.e., Santa Clara County Office of Education, City of San Jose, Eastside Promise, San Jose Promise)
Manages school and district level relations in the region with the responsibility to disseminate important information to all stakeholders
Organizes meetings with school site personnel and / or service providers regarding major whole school / district / regional efforts
Negotiates contracts that includes the scope of work in the region
Develops the Silicon Valley Region sustainability efforts (i.e., fund development and proposal writing, program sponsorships, donor development, and media outreach)
Provides leadership in funder engagement
Enhances public awareness and engages a variety of stakeholders around program or region goals, needs, and issues
Represents program or region at stakeholder meetings
Program Development and Management:
Develops and implements strategic program plans in alignment with mandated policies, guidelines, and outcomes
Directs and develops short and long-range strategic plans for the Silicon Valley Region including college-going events and activities and district initiatives
In collaboration with DCAC/EAOP Assistant Directors, provides leadership in the planning efforts for the SJUSD Latino Male Initiative, and Senior Seminar
Assists with DCAC/EAOP's academic enrichment programs such as concurrent enrollment and UC Berkeley's Pre College Scholars summer sessions
Design and Implementation of Professional Development
Provides leadership for the design and implementation of trainings to K-14 school district faculty and staff
Supports the design of the framework, content plans, and implements the training for College Adviser Fellows during the College Advising Institute and monthly professional development sessions
Data Management and Reporting:
Produces program reports and evaluations for the university, funders and other stakeholders (i.e., UCOP, CAC, school sites, school districts)
Ensures accurate data documentation of college advising services in the East Bay Region
Manages TES and trains college access professionals on how to leverage TES for collecting, analyzing, and evaluating student enrollment and outcomes data
Supervision:
Assists in recruitment and hiring of College Adviser Fellows for the Silicon Valley region including the Latino Male Initiative
Serves as a team lead for 4 College Adviser Fellows, temporary, and/or professional staff and provides training, professional development, and guidance
Makes recommendations, provides feedback, and evaluates College Adviser Fellows' performance
Designs and implements team-specific training and team meetings

Required Qualifications
Minimum of 4-6 years of professional experience in college access/preparation, youth development/support, and public education.
Experience with supervision of professional/pre-professional staff.
Comprehensive experience advising and supporting educationally disadvantaged students regarding postsecondary opportunities and careers.
Knowledge of up-to-date information on K-12 and higher education policies and issues.
Ability to assess their impact on program strategies.
Advanced knowledge and experience working with educational equity programs serving a diverse student population.
Demonstrated cultural competency with respect to race, ethnicity, and socio-economic status.
Advanced knowledge of K-12 and higher education institutions (UC, CSU, CC, etc.), admissions and financial aid requirements, and matriculation processes.
Ability to interpret policies and procedures to youth, parents, and school representatives.
Knowledge of state and national education policies and current education theories.
Ability to establish and maintain cooperative relationships with school district administrators, school counselors, principals, teachers, and community contacts.
Ability to develop outreach programs, and design effective materials.
Advanced knowledge of youth and adolescent development theory, including issues facing low-income, first generation and urban youth.
Maintains up-to-date information on K-12 and higher education policies and issues, assesses their impact on program strategies, disseminates information to school-site and district personnel.
Strong project management skills.
Ability to prioritize work assignments and manage multiple critical projects with deadlines.
Highly skilled in communicating clearly and effectively verbally and in writing.
Strong interpersonal skills.
Demonstrated experience producing complex reports.
Experience with leadership development and training.
Ability to work under pressure in a variety of settings and to maintain a professional demeanor at all times.
Demonstrated ability to work independently and as a team member.
Demonstrated computer literacy with competency in Microsoft Office, Google Docs Editors Suite, database management, presentation and other information technologies.
Education/Training:
Bachelor's degree in related area and / or equivalent experience / training.
Preferred Qualifications
Master's degree in related area a plus
Salary & Benefits
This is a full-time (40 hours/week), career position, and eligible for full UC benefits.
This is an exempt, monthly paid position. The annual salary is commensurate with experience within the range of $85,000.00 - $93,100.00.
