Departmental Overview
The primary goal of the East Bay Consortium of Educational Institutions, Inc. (the Consortium) is to improve educational opportunities for students from backgrounds and communities with historically low eligibility and college-going rates. It does so by initiating and administering the combined efforts of a consortium of secondary and post-secondary institutions. The East Bay Consortium is a 501(c) (3) nonprofit organization. It operates under the auspices of the University of California, Berkeley, and with the guidance of a fifteen-member Board of Directors consisting of representatives of public secondary schools, 4-year colleges, community colleges and community-based organizations.

Responsibilities
PROGRAM MANAGEMENT AND IMPLEMENTATION
Plans, develops, implements, and coordinates activities provided to participating students including programs and events such as: Cash for College, serving as the Regional Coordinator, College Day, Financial Aid related workshops and events; activities for students in PCA; summer melt, and other outreach efforts targeting the Oakland, Richmond, and Solano County community; student/parent workshops at school sites. Assists the Associate Director in planning, coordinating, and implementing the Pre-Collegiate Academy, including tutoring, mentoring, Saturday Program, and the Summer Program. Collects, analyzes, and evaluates student participant data regarding academic and attendance records, in order to track progress and assesses methods of program services delivery; inputs data on EBC's database. Develops intake procedures and assessment of students' needs. Provides financial aid and Cash for College site organizer trainings to staff, volunteers, and various postsecondary outreach programs. Collaborates with and coordinates various postsecondary outreach programs to enhance services for students. Maintains ongoing relationships with admissions and financial aid officers at Bay Area institutions of higher education. Establishes and maintains positive working relationships with high school counselors, principals, teachers, and administrators.
ADVISING SERVICES
Provide timely, periodic, and appropriate academic advising to EBC participants in individual and small group settings. Conducts and/or facilitates workshops to EBC participants and parents on the college going process, financial aid, academic success, and career orientation at various locations; develops curriculum materials, prepares announcements, prepares appropriate lesson plans, and completes timely evaluations. Provides assistance to students on college choice, admission procedures, and requirements, and special support services available at the institution of their choice. Provides and/or coordinates assistance with the completion of required forms for college admission, financial aid, and scholarships; responds to telephone and on-line inquiries; maintains appropriate client files. Maintains an accurate and updated student information database, including academic and attendance records for all student participants with regular updating of student grades. Conducts routine meetings with parents to discuss college admissions and financial aid issues.
PROGRAM DEVELOPMENT
Institutes programs that encourage parents to become involved in preparing their children for college; conduct workshops for parents including Cash for College, Financial Aid workshops, College: Making It Happen, PTSA meetings, etc. Forms partnerships and collaborations with school district administrators, school principals, counselors, elected officials, and community groups with interests in improving public education and providing opportunities for post-secondary education. Assists with the development of educational awareness materials; oversees their production; and coordinates their distribution.
SUPERVISION OF STUDENT STAFF
Recruits, selects, and supervises college student advisors and tutors during the academic year; provides in-service training. Involves student staff in multiple aspects of EBC activities, including, workshop presentations, College Day, data collection, college field trips, parent workshops, and all scheduled activities. Monitors work hours of all college student staff for supervisory and budget control purposes. Conducts annual performance evaluations.
RECRUITMENT AND RETENTION
Recruits students to participate in EBC/EBSCC activities. Participate in other non-traditional outreach efforts targeting the Oakland community.
OFFICIAL COMMUNICATION AND REPORTS
Completes timely program reports by established deadlines. Prepares routine and special reports on EBC student activities. Completes required reports by funding sources. Prepares and analyzse activity budgets.
OTHER DUTIES AS ASSIGNED
Represents the East Bay Consortium and EBSCC at school, postsecondary institutions, and community meetings and conferences; prepares appropriate materials, maintains positive relations, and effectively communicates the East Bay Consortium/Cal-SOAP's goals. Maintains cooperative relations with schools, postsecondary outreach programs, elected officials, and community agencies' representatives. Maintains relevant sections on the EBC website; report updates to Associate Director. Prepares flyers, social media posts, program brochures, and student handouts. Other duties as assigned by the Associate Director and the Executive Director.
Required Qualifications
Strong written and verbal communication skills. Good organizational and interpersonal skills. Expert knowledge and understanding of K-14 educational equity programs and issues. Knowledge of Federal and State programs and regulations that provide financial assistance to students. Knowledge of youth and adolescent development theory, including issues facing low-income, first-generation urban youth. Ability to pass federal and state criminal background checks Basic knowledge of academic programs, including curricula and admissions requirements at higher education institutions. Significant experience advising and supporting educationally disadvantaged students regarding postsecondary opportunities and careers. Knowledge of research and theoretical perspectives of factors affecting student learning, achievement, and retention. Skills in supervising the work of others and the ability to set priorities that accurately reflect team responsibilities. Advanced knowledge of evaluation methodologies, data analysis procedures, and systems necessary for working with technical staff to develop effective data management and evaluation systems. Excellent customer service skills Strong writing and editing skills. Ability to work independently and contribute to a team Understanding and ability to manage confidential information Knowledge and understanding of K-14 education. Demonstrated cultural competency with respect to race, ethnicity, and socioeconomic status. Knowledge of innovative technology supporting academic services delivery Ability to establish and maintain cooperative relationships with diverse individuals and institutions. Basic knowledge of high school graduation and college entrance requirements. Ability and willingness to work frequent evenings and weekends and travel overnight.
Education/Training:
Bachelor's degree in related area and/or equivalent experience/training.
Preferred Qualifications
Bilingual skills (English/Spanish).

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $68,000.00 - $80,500.00.
This is a 100% full-time (40 hours per week), career position that is eligible for full UC benefits. This position is exempt and paid monthly.
