Departmental Overview
Property Management is responsible for post-purchase processes associated with many of the physical goods required by the campus, as well as providing related useful services. We provide:
Accurate and timely delivery of purchased goods;
Management and control of inventorial and non-inventorial equipment;
Sale and disposal of surplus UC Berkeley campus property;
Acquisition, assistance, and management of the University's fleet of vehicles;
Moving and special event support services;
Administration of the campus secured rental storage space program.

Responsibilities
University Vehicle Oversight
Maintains database of all University vehicles and ensures compliance with maintenance, insurance, and operational regulations and requirements.
Guarantees all maintenance and repairs comply with current University contracts and regulations. Advises on changes and renewals for all applicable maintenance contracts.
Acts in compliance with UC BUS-46, UC BUS-63, and UC BUS-69 and ensures adherence to Bureau of Automotive Repair BPC 9880-9899 / Title 16 - California Code of Regulations, Professional and Vocational Regulations, Title 49, Code of Federal Regulations, Transportation (HazMat)/ Title 13, California Code of Regulations, and Motor Vehicles / California Vehicle Code.
Vehicle Inspection & Service Administration
Responsible for ensuring compliance and follow-up for all appropriate inspections, including but not limited to 90-Day BIT Inspections, 6-Month Safety Inspections, Biennial Smog Inspections, and Annual Smoke Opacity Tests.
Files annual compliance report with the Bureau of Automotive Repair and ensures Federal Motor Carrier Program account is updated and active as needed.
Driver Safety Monitoring
Educates campus departments in determining when drivers should be enrolled in the Employer Pull Notice Program (EPN) and facilitates enrollment of those drivers designated by the respective campus departments needing to be enrolled for monitoring.
Monitors program to communicate with departments on all issues which may impact campus operations and liability.
Advises Vehicle Safety Review Committee on reports and provides recommendations for safety requirements.
Provides guidance and policy information for properly submitting insurance claims resulting from University drivers' actions.
Vehicle Acquisition
Oversees purchase of all University vehicles to ensure that purchases are made in compliance with appropriate regulations including but not limited to EPAct of 1992, UC BUS-8, and CA State Office of Procurement Planned Purchase Agreement.
Responsible for creating an annual report on purchases and compliance with EPAct.
Registration & Licensing
As directed by UC BUS-19 and UC BUS-35, ensures all vehicles acquired by the University are properly registered with CA DMV through the use of their Business Partner Automation (BPA) system and serves as CA Licensed Vehicle Verifier.
When required, provides advice, guidance, and assistance in registering out-of-state vehicles to facilitate University business and limit University liability.
Vehicle Disposal
Works in conjunction with the UC Surplus department in compliance with UC BUS-38 to facilitate the sale and disposal of all campus vehicles determined to be surplus to the campus' needs.
Ensures sales are in compliance with current state and UC regulations and verifies that disposals follow state and UC procedures.
Citations
Monitors and directs all correspondence regarding citations received by University employees and/or University vehicles.
Refers issues as appropriate to the supervisor or other University departments to ensure University liability is minimized and highlights any issues which may violate UC Ethics Policy.
Vehicle Fuel Card Program
Oversees and maintains the State of California Fuel Card Program for campus ensuring compliance with applicable regulations and approvals.
Ensures payments are made in compliance with all current policies and are appropriately billed to campus.
Vehicle Rental Card Program
Oversees and maintains the Vehicle Rental Card Program for campus ensuring compliance with applicable regulations and current contracts.
Ensures payments are made in compliance with all current policies and appropriately billed to the appropriate campus department.
Administrative
Front-line customer contact for all Fleet Services-related issues; maintains files and records including secure and/or confidential items; maintains all records for Fleet Services' BluCard and acts in compliance with appropriate University of California purchasing policies and guidelines; submits changes for Fleet Services' website to maintain current information.
Financial
Ensures compliance with UC Berkeley Payment Card Industry (PCI); processes and reconciles campus' fleet related deposits through campus systems' Campus Deposit System (CDS) / CalAnswers; assists Property Management Financial Officer in reviewing and updating annual Fleet Services' recharge rates; and provides backup support for Fleet Services' financial journals as needed.
Required Qualifications
Proven quick learner with attention to detail. Intermediate knowledge of State and Federal regulations as they apply to vehicles. Ability to gather, organize, and complete analysis for intermediate audit assignments. Ability to present information in a clear and concise manner both in writing and verbally. Effective written and verbal communication skills. Extensive experience in rapid, but thorough research of problem cases. Skills in seeking more information and asking questions when assignments are unclear. Sound interpersonal skills and ability to maintain confidentiality and handle sensitive information with tact and diplomacy.
Education/Training:
Bachelor's degree in a related area and/or equivalent experience/training
Preferred Qualifications
Extensive experience with data entry & processing in a relational database. Intermediate knowledge of Business and Finance Bulletins that relate to campus vehicles. Knowledge of the driver's license verification system.
Salary & Benefits
This is a full-time (40 hours per week), career position that is eligible for full UC benefits. This position is non-exempt and paid bi-weekly. The hourly pay for this role is commensurate with experience within the range of $67,000.00 - $93,000.00. This is a hybrid position, eligible for 90% remote capability.
