Departmental Overview
The Department of Mathematics is one of the largest teaching departments within the College of Letters and Science, with annual enrollments of over 17,000 students. The Department is comprised of approximately 55 regular faculty and 30 emeritus faculty representing most of the major academic fields and current research, and one of the finest Mathematics/Statistics libraries in the nation.
Annually, the department hosts more than 100 postdoctoral scholars and visiting scholars and supports a student population of 180 graduate students and close to 1,000 undergraduate majors. The Department's annual budget in excess of $20,000,000 is comprised of state, endowment, special project, prize, and student aid monies, as well as donor funds.
The Finance Manager is a key manager of the finance, payroll and administration units, providing financial oversight, direction, training, and support for all functions of the department including, but not limited to: instruction, administration, startup accounting, all budget related activities, public events, student services, alumni services, and development. This role involves developing, interpreting, and implementing financial concepts for financial planning, resource planning (dollars), and control of organizational budget. The Finance Manager analyzes and prepares recommendations for financial plans including annual resource allocations, future requirements, and operating forecasts. This role also involves preparation of complex financial reports to meet internal and external reporting requirements and activities relating to developing, implementing and monitoring accounting systems, policies, and procedures.
Additionally, the Finance Manager acts as the departmental liaison with our regional services partner (currently ERSO) for financial, payroll, and HR services activities. This position serves to provide oversight of coordination and handoff with the department and regional services functional areas of pre- and post-award research administration, HRIS and Payroll administration, purchasing, and, travel and entertainment.

Responsibilities
35% Responsible for providing analytical support for highly complex budget, financial, and resource projects dealing directly with major department managers. Recognized as the financial leader and expert for all Math funds (Departmental, Faculty, Fellowships, etc.). Working with the department management, the incumbent is responsible for overseeing the financial functions for departmental, faculty, and campus fund types (examples include periodic financial reports, staff /faculty salary budgets, contracts, grants, gifts, endowments, or user fees. Financial and / or resource analysis could include budgetary analysis, financial analysis, forecasts, projections, staff or faculty salary or FTE analysis, student enrollment analysis, recharge or general rate analysis (copier rates, capital project rates, student health charges), student fees (self-supporting programs, professional school fees, course material fees, etc.), contracts and grants analysis, endowment income, fungibility of funds, working capital, depreciation, new building funds, etc.).
  • Monitors all budgetary allocations and expenditures ensuring all funds are in balance. Regularly analyzes a variety of financial systems, procedures, and reports in response to changes in program, policy, and/or funding;
  • Analyzes annual and multi-year budget reports for departmental operating budgets and assists in making projections and enabling sound financial decisions;
  • Coordinates the gathering of budgetary and resource requirements information during planning stages and enters into Cal Planning;
  • Coordinators the development of the annual TAS budget;
  • Develops a suite of financial reports on a monthly basis to enable departmental leadership to understand our financial position;
  • Analyzes annual and multi-year budget reports for departmental operating budgets and makes projections. Identifies current and anticipated financial problems, develops solutions, recommends actions, and implements decisions;
  • Reviews and approves advanced financial transactions and processes deposits of checks and cash;
  • Prepares and delivers presentations for external audiences to support our budget process;
  • Fully ensures our department is in alignment with all applicable financial policies and in compliance with SAS 115 standards.
30% Applies advanced professional concepts to perform complex technical analysis to understand past performance and determine present and future performance and / or resource allocations.
  • Develops complex financial models that assess the financial health of the department and all relating programs.
  • Develops and produces financial statements that articulate our financial position for in year and future year planning. Enables strategic decision making ability. Formulates strategic plans to fully utilize current resources, obtain new resources when appropriate, and respond to either budget reductions or allocation of new funds;
  • Directs, initiates, designs and provides analytical studies, summary reports and background materials for campus or department administrative officers and managers for financial and/or resource planning including annual resource allocation approaches, trended future financial requirements, operating forecasts, sources and uses, etc., that have a significant impact on the Math Department and related programs.
  • Identifies current and anticipated problems, develops solutions, recommends actions, and implements decisions.
  • Makes recommendations on maintaining and strengthening internal controls to protect University resources.
  • Works with the Chair, the Department Manager, major stakeholders, and senior managers to anticipate short-term and long-range planning for the department including budgeting for the academic programs and faculty needs. Plans and respond to changes in federal, state, and UC policies, procedures and systems, and to campus and departmental priorities.
  • Participates with the Department Manager and senior leadership in administering and identifying new revenue opportunities.
  • Leads process improvement opportunities and initiatives for the department.
  • Serves on campus committees as nominated.
20% Manages 2.0 FTE staff with full range of responsibilities including creating an inclusive and effective work environment, hiring, performance review, merit recommendation, correctional actions, etc. Mentors staff and provides professional development opportunities. Assumes full responsibility for staffing, budgets, costs and HR-related activities pertaining to Financial, HRIS & Payroll, and Administrative services staff members and related activities.
Provides oversight to regional support units (i.e. ERSO, etc.) on research administration, HRIS and payroll, and business and financial services. Drives integration and service delivery, and ensures a successful partnership. Ensures processes and procedures are clear and all customers are satisfied.
10% Oversee the management and administration of the following operational unit activities:
  • Event Management - Supervise activities involved in the coordination of large and complex special events, conferences, and daily events for the Department of Mathematics.
  • Expense Management & Reimbursements -
Supervise activities related to the processing of internal reimbursement request, travel & entertainment reimbursements, and payments to outside vendors.
  • Purchasing & Procurement - Supervise the administration of all department related purchases through the BearBuy system, documenting purchases, and tracking purchasing activities, accordingly
  • General Office Administration - Supervise the staffing, administration and operation of the front office, which includes providing customer service and support to members of the Berkeley community and unaffiliated visitors, and resource management and distribution.
  • Donor related support and administration -Supervise the department's correspondence and communications related activities with donors.
  • HRIS & Payroll related activities - Provide general supervision for all HRIS & payroll related activities for the department and the partnership with our regional support team (ERSO).
5% Pursues opportunities for professional development (i.e. training and/or committee participation).
Required Qualifications
Advanced degree in related area and / or equivalent experience / training, (Preference in Business and/or Finance/Accounting).
Advanced knowledge of finance policies, practices, and systems.
Ability to identify, collect, and analyze information from multiple sources.
Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
Possess advanced knowledge and skills in the use of Microsoft Office and common financial desktop/web applications, with the ability to use multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail. In depth ability to use organizational skills to multi-task in a high volume environment.
Ability to adapt to changing priorities.
Advanced knowledge and understanding of internal control practices and risk assessment practices.
Ability to function as a member of a team with the ability to model a positive influence emphasizing inclusive team-building and consensus-building in the workplace.
Preferred Qualifications
Strong supervisory and management experience with the ability to make sound decisions regarding hiring, evaluating, and developing of subordinates.
Experience creating equitable and inclusive programs that fully honor the diversity of students, faculty and staff, and expands possibilities for those from underserved backgrounds and communities.

  • The salary range designated for this position: $110,000 - $125,000; however, starting salary will be commensurate with experience.
