Departmental Overview
The Office of Ethics, Risk and Compliance Services (OERCS) at the University of California, Berkeley serves as an independent, objective internal resource to the Chancellor, Chief Ethics, Risk, & Compliance Officer and the Compliance Enterprise Risk Committee. Reporting to the Campus Ethics and Risk Compliance Officer (CERCO), OERCS is responsible for coordinating and monitoring the University's ethics, compliance, and enterprise risk management (ERM) activities, providing senior management with a cross-functional, emerging view of risks, leading to more informed strategic decisions, better allocation of resources, and stronger governance practices. OERCS assists functional managers in developing programs and processes to mitigate material risks, comply with laws, regulations, and policies, and adhere to the ethical standards of the University.
Reporting to the Privacy Officer and Deputy Compliance Officer, the incumbent provides high level advice, guidance and decision making on behalf of the Chief Ethics, Risk, and Compliance Officer and Deputy Compliance Officer with regard to campus' administration and implementation of the Systemwide Ethics and Compliance Program. This is a participative, hands-on role. The incumbent will work independently under clear deadlines, will manage competing priorities, and must handle multiple tasks efficiently. The ability to collaboratively interact with staff (at all levels of the organization) in a fast-paced environment, demonstrating a high level of confidentiality and discretion is crucial to this role.

Responsibilities
Policy & Compliance Administration:
Communicates systemwide policy updates to key stakeholders on campus and ensures campus communications are sent out
Works with policy owners on campus wide policies to review and update policies as needed
Plans and leads Compliance and Enterprise Risk Committee (CERC) Policy Subcommittee and assists with the preparation for CERC meetings; and Assists with the preparation and finalization of the annual Compliance Risk Assessment Report and Compliance Work Plan
Monitors UC Berkeley Policy & Delegations email inboxes that includes researching systemwide and local policies; and responds to inquiries.
Monitors, research, and responds to requests for Conflict of Interest reviews
Coordinates with non-compliant form 700 filers to ensure timely submission of the Statement of Economic Interest; and sends designated Filer Resuming Office Letters/Forms to Form 700 files as needed.

Maintains and updates delegations of authority as needed or requested
Uploads new or revised delegations of authority to the Compliance website; Assists Compliance and Policy Specialist with website redesign; Administers the project plan to update and add content to the Ethics and Compliance website (Policy, Delegations and Compliance Committee); Collaborates with stakeholders on updates to their subject matter areas with regard to the website (Civil Rights, Risk, Privacy/Records) and ensures overall design, functionality and accessibility of website.
Privacy:
Responds to data subject requests for access to or deletion of their personal data, working with Campus departments to coordinate a response to each data subject
Logs and responds to privacy vendor assessment requests, reviews vendor privacy practices and provides feedback to procurement, business contracts and other relevant parties around vendor privacy practices.
Updates Privacy Office website based on changes in privacy laws, regulation and policies
Records Management:
Researches, identifies and categorizes record types for electronic and paper documents maintained by campus units.
Communicates record retention policies to campus units and works with campus partners to schedule the deletion of records when their retention period ends.
Assists with the planning, agenda development and communications for the campus Records Management Liaison Committee.
Required Qualifications
Knowledge of common organization- or research-specific and other computer application programs. Strong communication and interpersonal skills to communicate effectively, both verbally and in writing. Ability to use discretion and maintain all confidentiality. Analytical/problem-solving skills. Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals/analyses. Ability to multi-task with demanding timeframes. Strong policy analysis techniques. Ability to gather, organize, complete analysis and develop recommendations in the completion of assignments. Strong interpersonal skills and ability to collaborate effectively with diverse groups. Skills in coalescing viewpoints and facilitating outcomes in group settings. Ability to develop collaborative partnerships with key stakeholders. Ability to present information in a clear and concise manner both in writing and verbally. Advanced capabilities in Word, Excel and PowerPoint, Smartsheets including ability to create. high-quality PowerPoint files suitable for sharing with senior leaders. Knowledge of formulas and tables in Excel. Advanced proficiency in office software and use of cutting-edge technology to create dashboards and management reports. Bachelor's degree in related area and/or equivalent experience/training.
Preferred Qualifications
Broad knowledge of University ethics and compliance policies, procedures and programs. Applies thorough ethics and compliance concepts and applications in the completion of assignments. Strong Computer skills including MS Suite, Google or Box data sharing systems, project management, and website design/development experience.
Salary & Benefits
This is a 1yr, 60% (24 hours/week), contract appointment, eligible for full UC benefits with the possibility of extension. This is a monthly paid, exempt position.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $67,000.00 - $122,500.00.
