University Houston is Hiring an Associate Director, Construction Services Near Houston, TX

Provides leadership for the Construction Services department by overseeing the daily operations, maintenance
activities and staff management and ensuring cost effective, efficient, safe, and reliable operations consistent with
best practices, and other performance standards.

Job Duties

  • Provides overall leadership for the departments by setting the tone, expectations and providing continuous
    evaluation, feedback and reports on the department(s) performance. Drafts and implements operating
    procedures, staff work plans, and Key Performance Indicators (KPI’s), benchmarking with APPA service
    levels to achieve desired accountability, cost controls, compliance and efficiency of the department.
  • Assists with the development, implementation, and management of strategic business plans, budgets,
    infrastructure plans for assigned area, and manages the business by controlling costs while meeting
    expected financial results.
  • Maintains an understanding of current ideas, research and practices pertaining to the areas of responsibility
    for this position, through continued study and participation in professional organizations, such as Texas
    Association of Physical Plant Administrators (TAPPA).
  • Develops Construction Services staffing plans and oversees staff, including hiring, development, motivation
    and evaluation of staff through coaching, mentoring, and training.
  • Establishes an effective culture by ensuring accountability and creating a performance management focus by
    setting standards and key performance targets in areas of safety, customer complaints, efficiency, and
    inventory control.
  • Prepares project cost estimates, scope of work, Request for Proposal’s (RFP’s), Request for Qualifications
    (RFQ’s), and bid/contract documents. Conducts inspection of work, evaluates work, resolves
    employee/contractor issues, approves pay applications/contract changes, and approves final acceptance of
    work.
  • Directs the Construction Services operations, inventory, scheduling, and assignments. Reviews the work of
    staff. Monitors status of work orders, estimates, requests, and purchases of materials and equipment.
  • Develops short and long-range plans to meet state mandates, negotiates contracts with sub-contractors and
    consultants, and makes policy recommendations in the development of programs.
  • Assists in the continuous integration of sustainable Best Practices into the daily management and operations
    of the department(s).
  • Responds to emergencies on weekends, holidays, and after hours while ensuring prompt communication to
    employees, business associates and internal/external customers.
  • Confers with university staff at all levels and provide technical expertise, assistance and advice regarding
    Construction Services operations, projects and develops and presents recommendations and reports as
    requested.
  • Performs other job-related duties as required.

Qualifications

Bachelors and 7 years experience

Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Experience: Requires a minimum of seven (7) years of directly job-related experience. Certification/Licensing: Requires a valid Texas Drivers License.
