United Way California Capital Region is Hiring a Director of Program Analytics and Evaluation Near Sacramento, CA

Position Description:

Reporting directly to the Chief Data Evaluation Officer, the Director of Program Analytics and Evaluation holds a critical strategic leadership role at UWCCR. This position is crucial for driving data-driven initiatives that boost the effectiveness of our services across education, financial stability, and housing sectors. The Director is tasked with overseeing the supervision, recruitment, and comprehensive training of data staff, ensuring they are fully equipped to meet the organization's objectives. The role requires a proactive approach in developing and implementing robust data management strategies, which include advanced data collection methods, innovative reporting techniques, and effective presentation strategies. These are designed to facilitate informed decision-making and to demonstrate the impact of our programs. The Director of Program Analytics and Evaluation works closely with departmental teams to enhance program management, ensure adherence to grant reporting requirements, and collaborates with external partners to utilize data for the benefit of the community. This position not only supports the operational needs of the Community Impact team but also champions continuous improvement in processes and outcomes, thereby establishing UWCCR as a leader in community support services.

Essential Functions:

Community Impact Data Analysis (40%)

· Strategy Development and Implementation: Lead the development and execution of sophisticated data evaluation strategies, frameworks, and processes tailored to enhance the impact of United Way’s Community Impact programs. Prioritize the alignment of these strategies with organizational objectives and stakeholder needs.

· Performance Metrics and Data Requirements: In close collaboration with internal stakeholders, define and refine key performance indicators (KPIs) and essential data requirements. This collaborative approach aims to measure and amplify program effectiveness and overall impact.

· Data Systems Management: Design, develop, and maintain comprehensive databases and data collection systems. Oversee the integration and optimization of data analytics tools and dashboards to bolster data-driven decision-making across the organization.

· Data Analysis and Insights: Conduct deep dives into complex data sets to extract trends, patterns, and actionable insights. Utilize advanced analytical techniques to drive program strategies and foster an environment of continuous improvement.

· Reporting and Communication: Craft detailed reports and dynamic visualizations that translate data insights into understandable and actionable information for senior management, board members, and external stakeholders. Ensure these communications effectively convey the value and impact of ongoing initiatives.

· Quality Assurance and Compliance: Regularly perform audits and quality assurance checks to verify data accuracy and integrity. Maintain strict compliance with all relevant policies and regulations, safeguarding the organization against data-related risks.

· Professional Development: Stay at the forefront of industry developments by continuously updating knowledge and skills in data evaluation, analytics, and management technologies. Encourage a culture of learning and adaptation within the team to leverage cutting-edge tools and methodologies effectively.

Housing Services Data Analysis (40%)

· Strategy and Framework Development: Lead the creation and execution of data evaluation strategies, frameworks, and processes specifically tailored to support the Housing Services within United Way's Community Impact programs. Focus on innovative strategies that drive results and foster community benefit.

· Stakeholder Collaboration and KPI Development: Work collaboratively with internal teams to determine key performance indicators (KPIs) and essential data requirements. This collaboration is essential to accurately measure the effectiveness and impact of housing programs.

· System Design and Maintenance: Design, develop, and sustain sophisticated databases and data collection systems. Oversee the integration of advanced data analytics tools and dashboards to enhance decision-making processes specific to housing services.

· Data Analysis and Trend Identification: Analyze complex data sets to discern trends, patterns, and insights. Use these findings to shape housing program strategies and promote continuous improvement within the sector.

· Reporting and Visualization: Generate and deliver comprehensive reports and visualizations that convey critical data insights to senior management, board members, and external stakeholders, emphasizing the outcomes and efficiency of housing initiatives.

· Data Integrity and Compliance: Perform regular audits and implement quality assurance measures to ensure the accuracy and integrity of housing data. Maintain compliance with all relevant policies and regulations to uphold data standards and organizational integrity.

· Customized Data Solutions: In partnership with Maximizer and other software providers, design and maintain a dedicated Housing database. Ensure data is current and reflective of ongoing housing conditions and needs.

· Tool Development and Maintenance for Cal AIM: Develop and refine reporting, evaluation, and customized tools within the Case Management Software (Office Ally) used for housing navigation. This includes maintaining existing reports, creating new ones, and integrating data from various sources for comprehensive program reporting.

Supervisory Leadership (15%)

· Provide strategic leadership and direct supervision to the data analytics team, including hiring, training, and mentoring staff to ensure they possess the skills necessary for high performance. Foster a collaborative environment that encourages innovation and continuous improvement in data management and evaluation practices.

· Oversee the team's workflow and project management to ensure that data initiatives align with organizational goals and deliver measurable results. Conduct regular performance reviews and establish development goals for team members to advance their expertise and contribution to the organization.

Additional Responsibilities (5%)

· Execute any additional tasks or assignments delegated by the Chief Data Evaluation Officer or senior leadership.

· Fulfill miscellaneous duties as required to support organizational needs and objectives.

· Attend staff meetings, monthly partner meetings as requested, and case conferencing.

· Remain flexible and adaptable to take on new tasks or roles as circumstances dictate.

Desired Education and Experience:

· Bachelor’s degree in data science, Statistics, Mathematics, or a related field. Master's degree preferred.

· Minimum of 5 years of experience in data evaluation, analytics, or a related role, preferably in the non-profit sector.

Required Knowledge, skills, and abilities:

· Strong proficiency in data analysis tools and software (e.g., Excel, SAS, SQL, R, Python, Tableau, Power BI) and a solid understanding of statistical methodologies.

· Proven experience in designing and implementing evaluation frameworks and data collection systems.

· Excellent analytical and problem-solving skills, with the ability to translate complex data into actionable insights.

· Strong project management skills, with the ability to prioritize and manage multiple assignments simultaneously.

· Excellent communication and presentation skills, with the ability to effectively convey complex information to both technical and non-technical stakeholders.

· Familiarity with non-profit organizations and their programming models is highly desirable.

· Commitment to United Way's mission and values, with a passion for making a positive impact on communities.

· Self-starter and someone who takes the initiative to make process improvements and to solve problems.

· Self-motivated with ability to meet deadlines independently and as part of a team.

Physical Requirements:

· Communicate with staff, volunteers, donors, agencies, companies and other customers by telephone, email, and in face-to-face, one-to-one or group settings.

· Use telephone, laptop, computer, monitor, mouse, keyboard, printer/copier, calculator, and standard office equipment.

· Sit at a desk for extended periods of time.

· Lift and move objects up to 10 pounds such as large binders, boxes, books, and small office equipment.

· Have sufficient finger/hand coordination and dexterity to operate and adjust office equipment such as telephone, computer, printer/copier, etc.

Special Requirements:

Occasional evening and weekend hours and occasional travel to United Way Worldwide meetings

Job Type: Full-time

Pay: $89,000.00 - $109,000.00 per year
