United Power is Hiring a Vice President of Environmental, Health, Safety, and Risk Near Brighton, CO

Position Purpose and Objectives:

Under general guidance from the Senior Vice President and Chief Operating Officer, the Vice President of Environmental, Health, Safety, and Risk Management oversees the corporate Environmental, Health, Safety (EHS), & Risk Management programs. This is a working supervisor role that will spend time actively collaborating with operations in the field.

Essential Job Functions:

  • Work with leadership to develop strategies and implement tactical plans delivering on our environmental, health and safety commitments to ensure the highest level of compliance, quality, and ethics.
  • Ensure that EHS policies, risk assessment and management tools, oversight processes, regulatory information resources, data management and metrics are in place to sufficiently manage EHS risks and compliance requirements and measure and report on progress towards EHS & risk management goals across United Power.
  • Directs and oversees environmental compliance programs in support of operations and grant applications, such as greenhouse gas (GHG), National Environmental Policy Act (NEPA), Environmental Impact Statements (EIS), Hazardous Waste Management, Fish and Wildlife, Spill Prevention Control and Countermeasure (SPCC) reporting requirements, and Stormwater Pollution Prevention Plans (SWPPP).
  • Working with field operations, engineering, and system design, along with other key stakeholders, develop a comprehensive risk strategy focused on the following:
    • Wildfire Risk: Provide strategic leadership and oversight for wildfire risk assessment and mitigation. Lead risk ranking mitigation activities, provide feedback to Operations as work is completed, and offer quality control/assessment of completed work.
    • General Risk: Develop and/or oversee the development, validation, and implementation of quantification methods for assessing the key risks associated with the business. Develop and oversee processes and tools for assessing and comparing non-financial risks.
    • Project Risk:Develop and/or oversee the development, implementation, and validation of processes used for assessing project budget and schedule risks, escalation, calculation of contingencies, and project-specific risk. Create and maintain a project risk register and risk ownership map.
    • Asset Risk: Develop a methodology to model well-rounded operational performance, including all organizational objectives, (operational financial performance, reliability, EHS, wildfire risk, etc.).
  • Work closely with field operations to ensure that policies, procedures and initiatives provide an efficient and effectively safe work environment.
  • Lead EHS and risk management improvements across United Power.
  • Be a change agent. Champion efforts to proactively address EHS related issues through safety observations, near miss reporting, hazard identification reporting and inspections, with a focus on continuous improvement.
  • Have a focused effort in driving housekeeping, hazard recognition, risk assessment and compliance improvements.
  • Partner with HR, Legal, field operations, and other internal & external stakeholders to ensure EHS policies, procedures, and initiatives, provide safe and efficient work environments, including:
    • Substation security plans: includes physical barriers, such as gates and fences to prevent unauthorized access as well as security cameras, sensors, and alarms to notify of attempted perimeter breaches and create and manage the internal safety protocols.
    • Emergency response plans: includes developing and managing response plans to incidents related to generation or battery storage to define scenarios and actions in response to incidents that can occur on location and plan and implement response drills to test plans.
    • Business Continuity plans: includes coordination across multiple departments to define scenarios and actions in response to significant failure scenarios.
  • Oversee accident and near miss investigations and corrective
  • Serve as corporate liaison to outside agencies including but limited to OSHA, CREA, NRECA, insurance broker and carriers, DOT and Non-DOT drug testing agencies and emergency response organizations.

Supervision Received and Exercised:

Leads, coaches, mentors and directs the activities for one or more functional areas. Receives general supervision from the Senior Vice President and Chief Operating Officer.

Education, Professional Certification and Experience Required:

Bachelor's degree in safety, environmental studies, or other related degree. Certified Safety Professional or Certified Loss Control Professional Certification required. Ten (10) years of related experience performing risk assessments and developing methods for hazard elimination.

Valid Colorado driver’s license or the ability to obtain one.

Desired Experience:

Ten (10) years of related experience performing risk management strategies, physical security assessments and environmental compliance inspections in the energy or utility industry. Experience in strategic planning to lead change and influence stakeholders across various functions and levels, in the recognition, development, and implementation of process improvement opportunities.

Required Knowledge, Skills and Abilities:

  • Environmental, Health, and Safety regulations and practices
  • Experience with field security and surveillance
  • Ability to remain calm and take control in the event of an emergency, incident, or accident
  • Experience developing strategies for strengthening safety culture and identifying new ways to improve EHS programs
  • Ability to use computers, iPads, phones and software to document and track inspections, to develop training modules and to access corporate EHS documents and references
  • Ability to operate a vehicle to perform field and facility audits and inspections and to respond to incidents and accidents
  • Knowledge of EHS monitoring equipment such as noise dosimeters and confined space monitoring equipment
  • Teamwork skills are essential to this position

Works on complex issues where analysis of situations or data requires an in-depth knowledge of the company. Participates in corporate development of methods, techniques and evaluation criteria for projects, programs, and people. Ensures budgets and schedules meet corporate requirements.

Discretion/Latitude:

Has the latitude to formulate policies and procedures. Objectives are tied to cooperative-wide performance and guided by broad cooperative policies and strategic plans.

Where critical conditions of regulatory violations or imminent danger to persons, property, or the environment exists, has the authority and duty to issue compelling orders to stop the activity and exposure.

Impact:

Erroneous decisions will have a serious impact on the overall success of functional operations and company operations.

Liaison:

  • Occasionally interacts with members regarding damage claims and/or accidents/incidents.
  • Often interacts with medical clinics, insurance carriers, emergency response organizations and safety vendors.
  • Often interacts with contractors working on Company projects and within facilities utilizing United Power’s Contractor Safety Evaluation
  • Often interacts with government officials related to regulatory compliance for OSHA, CREA, NREA, DOT, and EPA.

Essential Physical & Mental Requirements:

Medium work: Exerting up to fifty (50) pounds of force occasionally and/or up to twenty (20) pounds of force frequently, and/or up to ten (10) pounds of force constantly to move objects.

Climbing: Ascending or descending ladders, stairs, ramps, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
