The Community Reinvestment Division is seeking a highly skilled and visionary Community Reinvestment Division Director with a proven track record in finance, community development, or a related field. POSITION: Director, Community Reinvestment Division

SALARY RANGE: $80-95k Commensurate with Experience

BRIEF DESCRIPTION:

Manage UPO Community Reinvestment Division programs responsible for promoting economic security through financial education, housing counseling, home acquisition, home rehabilitation and micro business lending. Direct and supervise staff responsible for facilitating those programs. Ensure program outcomes, licensing, administrative, and program requirements are met.

MAJOR DUTIES:Oversee Division program performance, budget, case management, training, and certification for Community Reinvestment Division staff. Implement an MBO Logic Model to delineate outcomes and define staff roles. Supervise and monitor Division programs, providing feedback and corrective action as needed. Facilitate, monitor, and maintain financial and, housing counseling, tax preparation, and Shelter Plus Care programs. Review staff outcomes, ensure database accuracy, and approve customer funding applications. Develop Division strategic plans aligned with UPO’s Strategic Plan. Establish a Community Reinvestment Advisory Council with quarterly meetings. Create homeownership opportunities for low-income DC residents and housing for high-risk populations. Generate income opportunities to boost UPO’s non-government funded resources.

Prepare and submit reports on program outcomes and demographics. Collaborate with UPO’s Office of Performance Management to measure goal achievement. Work with UPO’s Resource Development Division for program funding. Build private and public partnerships for program resource support. Promote asset/wealth growth in targeted communities. Promote community retention through housing improvements and rehabilitation.

MINIMUM QUALIFICATIONS:

Bachelor's degree in finance, community development, economics, or a related field, with (5) years of experience in banking, lending, housing, or community development. Current and verifiable HUD Certification required. Physical mobility to perform property examinations, and ability to appear and make presentations before public and private groups and regulatory agencies.

Effective written and verbal organizational and communication skills. Proven ability to lead projects in a team environment. Capable of working under pressure and supervising diverse staff. Availability for some evening and weekend work. Sensitivity and effectiveness in working with individuals from diverse backgrounds. Excellent MS Office skills and proficiency in electronic time-keeping programs.

DESIRED QUALIFICATIONS:

Related MBA with a minimum of seven (7) years of experience in finance, community development, economics, or a related field.

OTHER REQUIREMENTS:

In the event that an offer is extended, the candidate will be required to successfully complete a criminal background check and/or FBI fingerprinting, and pre-employment drug screening as applicable for the position.

This position requires reliable transportation to travel to various UPO and other locations as required for meetings, training, workshops, and related events in the community.
