United Nations is Hiring an Economic Affairs Officer [Temporary] Near New York, NY

This position is located in the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS). Subprogramme 2 of the Office is mandated to mobilize and coordinate international support and resources for the effective implementation of the Vienna Programme of Action for Landlocked Developing Countries, enhance its monitoring and follow-up and raise awareness and advocate with respect to the special needs of landlocked developing countries. The incumbent reports to the Senior Programme Management Officer (Subprogramme 2), under the overall guidance of the Chief of Policy Development, Coordination, Monitoring and Reporting Service, and under the overall guidance of the Director. Responsibilities
Within delegated authority, the Economic Affairs Officer will be responsible for the following duties:
Economic or sector analysis:
  • Contributes to the substantive preparations for the Third United Nations Conference on LLDCs, including preparation of analytical assessment reports on the implementation of the Vienna Programme of Action, the organization of thematic meetings and intergovernmental preparatory committee meetings.
  • Participates in policy development and coordination, monitoring and reporting on the Vienna Programme of Action for LLDCs (VPoA), with a special focus on developing socio-economic databases and qualitative information necessary for the annual report of the Secretary-General.
  • Interprets, applies and, as necessary, adapts econometric models to determine trends, patterns and relationships and to analyse the effects of alternative policies and assumptions relating to transport costs for LLDCs and undertakes research on transit issues, customs, trade and trade facilitation.
  • Drafts specified inputs for technical papers and analytical studies on LLDCs economic development, including for UN-wide monitoring and follow-up frameworks of the 2030 Agenda for Sustainable Development.
  • Identifies and analyses policy proposals made elsewhere relating to LLDCs economic development. Undertakes research, outreach and partnership activities to mobilize enhanced role of the private sector in the implementation of the VPoA.
  • Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions.
  • Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues.
  • Prepares speeches and other inputs for presentations by senior staff.
General:
  • Performs other related duties as required, which are evolving out the mandate of the Office, including a variety of administrative tasks necessary for the final delivery of the work unit’s services.
  • Undertakes on-the-job and other training activities, both internally and externally.
Competencies

Education

Advanced university degree (Master’s degree or equivalent degree) in economics, international development or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in economic research and analysis, trade and trade facilitation policy formulation, application of economic principles in development programmes or related area are required.
Experience in international development, including research, programme evaluation and policy development, private sector development and working experience dealing with the issues relevant to LLDCs and LDCs is desirable.

Languages

English and French are working languages of the UN Secretariat. For this post, fluency in English, (both oral and written) is required. Knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice
• This position is temporarily available starting as soon as possible until 31 December 2023, with a possibility of extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
