UMOS is Hiring a Wisconsin Home Energy Program (WHEAP) Supervisor Near Milwaukee, WI

WHEAP Supervisor Job Responsibilities:

  1. Draft and implement guidelines for emergency and pro-active components of Energy Crisis for Kenosha County.
  2. Serve as the primary UMOS contact with Kenosha County and the State of Wisconsin funding sources.
  3. Be responsible for compliance with all state and federal guidelines including the regulations of the Public Service Commission.
  4. Track refunds and reissuance of checks with the State of Wisconsin.
  5. Be responsible for program monitoring and evaluation, adherence to federal and state regulations and coordination with state and federal audits.
  6. Develop and maintain relationships with community agencies, other service providers and state programs.
  7. Monitor and evaluate program budgets and expenditures in conjunction with the Vice President of Operations and the UMOS Accounting Dept.
  8. Develop, maintain, and implement internal written standard operating procedures for the operation of the WHEAP program.
  9. Develop and maintain a fraud prevention unit, including an assessment and referral mechanism.
  10. Prepare all required internal and funding source reports monthly for the WHEAP program.
  11. Conduct W-2 food stamp, child support and social security verifications.
  12. Be responsible for providing balances to the proper accounts in the event of a participant’s change of address, use of a different vendor, or termination of client status.
  13. Develop a network of alternative service providers for individuals who are not eligible for participation in the WHEAP program.
  14. Negotiate and execute contracts with all vendors necessary to provide assistance to clients in all program service areas.
  15. Supervise program staff in a manner consistent with the UMOS Personnel Policies and Handbook.
  16. Provide staff training in all areas of program delivery.
  17. Ensure data entry of applications and provide assistance to staff in the processing of all crisis applications.
  18. Responsible for the prevention of utility disconnects and freeze-out situations.
  19. Be available 24 hours a day to address emergency situations, or program and client needs.
  20. Attend meetings, conferences, planning sessions, and other appointments; performs other duties as assigned.

WHEAP Supervisor Accounts Payable Job Responsibilities:

  1. Responsible for the review of accounts payable, including payments to vendors, clients and employee’s expense reports and travel reimbursements.
  2. Develop, maintain, and abide by comprehensive procedures for all aspects of accounts payable processing.
  3. Provide assistance to UMOS managers and staff in related accounts payable activities.
  4. Establish an environment of continuous improvement with respect to the efficiency and effectiveness of the accounts payable department.
  5. Assure timely and accurate disbursement to vendors, clients, and employees.
  6. Oversee of the 1099 tax processing and submission including required IRS compliance components throughout the year.
  7. Assist with requests from external auditors, including financial audit as well a program monitoring.
  8. Serve as the primary backup for UMOS accounts payable processing.
  9. Keep up to date on all federal, state, and local regulations through continual self-driven research, as well as attending webinars and other appropriate trainings.

WHEAP Supervisor Job Qualifications:

  1. Bachelor’s degree and 2 years’ experience in a related field; or an associate degree and at least 5 year’s experience with the WHEAP or LHEAP programs.
  2. Demonstrated computer skills, Proficient in using Microsoft Excel, Word, Outlook, and Teams.
  3. Experience in supervision and program management.
  4. Access to an automobile, a valid Wisconsin driver’s license and state minimum car insurance.
  5. Ability to work a flexible schedule as described in the job duties.

Work Environment, Physical, and Sensory Demands:

Physical Demands:

  1. Employee is frequently required to stand, walk, sit, bend.
  2. Occasionally required to lift and /or move up to 20 lbs.
  3. Occasional travel may be required.
  4. Frequently exposed to moderate temperature generally encountered in a controlled temperature environment and outside setting.
  5. Noise level in this work is usually semi-moderate. 

Tools & Equipment Used:

  1. iPad, iPhone, laptop computers, projectors, copy/scanner machine, computer.
  2. Be able to scan documents and encrypt documents as necessary.
  3. Use first aid equipment, fire extinguisher.
  4. Usage varies by position.
