UIC Alaska is Hiring a Records Management Specialist Near Bethesda, MD

Overview:

Records Management Specialist(C80-2024-19019)

Bowhead seeks a Records Management Specialist to support Naval Surface Warfare Center Carderock Division. The contract supports business services in support of Code 80 and other organizations associated with or sponsoring the NSWCCD. The business services include Program Management and Planning, Finance, Logistics, Security, Space Planning, Safety, Administrative Services, Technical Editing, Records Management, and Computer Engineering and IT support.

Responsibilities:

The individual in this position will take responsibility for the operation and management of Carderocks classified library

Inventories and Security requirements

  • Work with security personnel to conduct annual NATO inventory.
  • Annually perform BITS classified information inventory.
  • Stay up to date on all necessary trainings including:
    • Restricted Data Training
    • NATO Training/Briefing
    • Derivative Classification Training
  • Work with Carderock Librarian and Security department to establish a Standard Operating Procedure that adheres to security guidelines and fufills researcher needs.

Classified reference

  • Reorganize physical and virtual documents to improve findability.
    • Rehouse physical documents for better long-term storage when needed.
  • Locate documents requested by researchers.
  • Determine and document the eligibility of requestors to view documents.
    • As needed, contact authorizing bodies within or outside NAVSEA for permission to disseminate information.
  • Make information accessible to researchers via external media (CDs), SIPRnet transmission, or viewing appointments.
    • SIPR Account is required.
    • MTA authorization may be required.

Manage CTIC collection

  • Coordinate drop-off of new materials from technical departments.
  • Pick up classified mail.
  • Assist any Code 00T team members who need to store classified material.
  • Handle transfers to CTIC.
  • Catalog new classified materials in BITS and Scribe.
  • Properly house new material.
  • Work with Carderock Librarian to establish digital storage for digital collection.

Oversee clear-out of upstairs space

Historical Code 80 Material

  • Work with SME to assess Code 80 material and any other related material found in the upstairs space.
  • Arrange destruction of classified and unclassified material deemed unnecessary to keep.
  • Enter currently undocumented material that is deemed necessary to keep in BITS, then catalog and store or transfer.

Drawings and Historical Material

  • Use existing drawings spreadsheet to create comprehensive inventory of all drawings.
  • Compare drawing inventory to digitized collection of drawings.
  • Work with Carderock librarian to determine if digitization is required and assist with that endeavor as needed.
  • Work with SMEs to determine classification of drawings.
  • Work with NHHC or other institution to determine materials that should be donated or transferred.
  • Coordinate donations or transfers as needed.
  • Work with SMEs and Carderock librarian to assess other miscellaneous information in upstairs space, both classified and unclassified.
    • Catalog or arrange destruction as needed.

Address unaccounted for documents

  • Clear out and reorganize space, attempting to locate missing documents.
  • If they are not found, work with security to remove them from BITS and properly report loss of information.
  • Update Scribe and BITS so that they both accurately reflect CTIC holdings.

Manage digitization efforts

  • Establish space (basement of Building 2) that is appropriate for digitizing classified materials.
  • Work with Physical security to ensure that the space fulfills all security requirements.
  • Work with DLA to arrange digitization work.
  • Work with IT, Security, and other stakeholders as needed to facilitate classified digitization initiative
  • Account for and box all materials to be digitized.
  • Manage VASTEC contractors and their digitization work.
  • Maintain security requirements of digitization space throughout process.
  • Arrange the return of the space to Code 70 when project is complete.
  • Arrange destruction of materials once they are digitized.
  • Establish housing for newly digitized materials according to best practice.
  • Facilitate findability of newly digitized material.

Maintain and oversee changes to Classified space

  • Clean out space, arranging for the discard of unneeded technology, documents, and materials.
  • Periodically clean Classified space.
  • Work with Carderock Librarian to determine changes to the space that will improve usability.
  • Work with facilities to make changes to furniture and layout.
  • Work with security and facilities to add a CAC reader to the side door, change the door if necessary, and establish entry and exit procedures.
  • Improve safety of CTIC.
Qualifications:
  • Bachelor's degree preferred OR advanced technical training and a minimum ofthree years of experience in addition to Target Experience stated above may be substituted for the BA or BS degree.
  • Requires three to five (3-5) years of experience in records management and associated duties such as archiving, digitization, document organization/prioritization. etc
  • Must be able to multi-task, manage priorities and work independently with little direction
  • Ability to communicate effectively with all levels of employees and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Physical Demands:

  • Must be able to lift to 25 pounds
  • Must be able to sit, stand and or bend for prolonged amounts of time

SECURITY CLEARANCE REQUIREMENTS: Mustbe able to obtain and maintain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
