Overview

The HSET Administrator (HSEA) goal is to ensure on-site UIC Municipal Services (UICMS) and North Slope Borough (NSB) Water & Sewer (W&S) personnel follow the site-specific UICMS/NSB W&S Health and Safety Plan (HSP), Accident Prevention Plan (APP), UICMS’s and NSB’s safety protocols for both environmental and construction services, promote a Safety First Culture to minimize the potential for safety incidents and injuries, develop and implement Task Hazard Analyses (THAs) for each task and phase of the project (also known as JHA or AHA), conduct regular on-site toolbox safety meetings that will include safety concerns or new tasks that need to be addressed, ensure all training and Hazardous Waste Operations and Emergency Response (HAZWOPER) exposure monitoring and medical surveillance are current, and complete all required paperwork as outlined in the Work Plan, HSP, and APP.

This position is for a specific project that is scheduled to occur in a remote location in Alaska involving all facets of the NSB village wide W&S Operations. The applicant must be familiar with remote Alaska limitations, able to work in inclement weather, and able to lift at least 50 pounds. The workweek will be based from Anchorage office and in the field present within the village W&S Operations 25% of the time with a minimum 12 site visits per year. Village travel will consist of 10-hour days seven days a week with housing and per diem provided when on slope and normal 40-hour work week while station in the Anchorage office. An on call emergency basis will require travel to the villages within 24 hours of notification is mandatory to perform safety investigations and other safety related events that will require the HSEA Administrator presence. The applicant must work in the presence of customers and their representatives and be able to maintain a professional and courteous image.

Responsibilities

The HSET Administrator will be the key for assuring a safe work environment during the implementation of field activities, company policies, and associated preparatory activities. The role includes overseeing field activities performed by company and subcontractor personal, interpreting safety regulations and implementing this knowledge on-site to minimize and avoid accidents.

Specific duties and responsibilities are as follows:

• Ensuring all on-site personnel have reviewed and follow the site-specific HSP and APP.
• Update, develop and initiate all HSP and APP with W&S Operations.
• Update, develop and integrate Training Modules, JHA’s and UIC’s SDS programs.
• Ensuring all on-site personnel are current on all required OSHA training.
• Oversee and conduct UIC and client personnel OSHA training.
• Track and schedule all UIC and client W&S staff OSHA related onsite training.
• Developing and implementing THAs for each task and phase of the project.
• Conducting jobsite safety orientation for all new personnel on the job site and conducting daily on-site toolbox safety meeting that will include safety concerns or new tasks to be addressed.
• Inspecting the job site to ensure it adheres to laws and regulations governing the health and safety of individuals on the project site.
• Investigating any near misses, accidents, and/or incidents that occur on the project site.
• Completing all paperwork associated with any near misses, accidents, and/or incidents that occur on the project site.
• Completing all paperwork required as outlined in the Work Plan, HSP, and APP.
• Instructing employees in matters pertaining to occupational health and prevention of accidents including employee awareness training; prepare reports including observations, recommendations for corrective safety measures and items of concern.
• Reviewing, evaluating, and analyzing the job site to control, eliminate, and prevent injury caused by unsafe working environments.
• Institute and manage minutes for weekly meetings
• Assist the Site Supervisor as needed.

Knowledge, Skills, and Abilities:

• Good communication skills and speak to workers (i.e. daily safety meeting)
• Ability to establish a good working relationship with many different people, including owners, other managers, designers, supervisors, and craft workers.
• Familiarity with computers and software programs including Microsoft Office
• Planning, organizing, and prioritizing workload are primary duties.

• Have knowledge of general mechanical, construction principals, equipment operation, familiarity with remediation of contaminated sites and contaminants of concern, and field sampling procedures
• Ability to prepare daily reports, inspection reports, prepare submittals and review submittals.
• 4 years’ experience in safety
• Familiarity with OSHA 1910 and 1926
• Completing and updating safety records, deficiency tracking systems, and job logs
• Have completed JHA’s for construction, demolition, and/or remediation projects
• Lead awareness training
• CPR/First AID and AED certification

Qualifications

Preferred Experience:

• Ability and experience to effectively train personnel
• Prepared daily reports, inspection reports, and other submittals
• Reviewed daily reports, inspection reports, and other submittals
• Familiar with remote work in Arctic Regions
• OSHA 10-Hour Construction Safety Card preferred

Physical Demands:

• Requires working outdoors.
• Exposed to all types of weather conditions (heat/cold/rain/snow) while working in all types of environments.
• Will require physical ability to climb permanent and temporary stairs.
• Passenger use of construction personnel hoists.
• Ability to climb ladders and negotiate work areas under construction.
• Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and the ability to adjust focus.
• Performing this job requires use of hands to finger, handle, or feel objects, tools or controls, sit, talk and hear, stand, climb, balance, stoop, kneel, crouch, or crawl in tight spaces.
• While performing the duties of this job, the employee regularly works on-site at the construction work site where the employee is exposed to moving mechanical parts; high precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock.
• The noise level in these work environments is usually moderate to very loud
• Must have good balance while working on uneven surfaces and maneuvering obstacles.

Environmental Conditions:

• May be assigned to large, complex projects.
• May spend considerable time inspecting construction worksites.
• Working environment is that of a construction site.

A candidate must be able to meet the following non-exclusive requirements:
