Responsibilities

Texoma Medical Center, a 414-bed acute care facility has been providing quality health care to the residents of North Texas and Southern Oklahoma since 1965. Our main campus is located in Denison, Texas, approximately one hour north of the Dallas/Fort Worth area and just south of the Texas/Oklahoma border. Under the direction of the assigned Management Council Member, this position is responsible to plan, organize, direct and supervise department programs,including variety of computer programs, computers and networks, telecommunications, AV systems, building security systems (video camera and access control systems), user support and user training, etc. Ensure service excellence development, personnel management, and resource allocation and control. Assume direction of participation in special projects as needed. Coordinate hospital-wide compliance with state and federal regulations. Also serve as the TMC Information Security Officer. Provide expertise in a variety of IT concepts, practices and procedures while providing leadership and management of direct reports from diverse Information Technology fields and business units. Provide strategic leadership in creating and implementing programs and processes while leading IT operational areas, focusing on execution of operational and service strategies. Highly customer service oriented and creates positive support for end
users.

Qualifications

Bachelor's degree in Computer Science, Business Administration or related field required. Master's degree in related
field preferred.

Eight (8) to Ten (10) years of experience in Computer Science required. Minimum three (3) years leadership experience in management and support of healthcare information systems and direct management of major IS
operations required, acute care experience preferred. Experience should also include exposure to both shared and outsourced solutions, as well as support of in-house information and communication systems in a multi-site client service environment. Specific experience with practice management, financial management and clinical management information systems is a plus. Multi-site experience required.

Must have a valid Driver's license and reliable transportation. Job requires travel between facilities on a daily basis.

COMMUNICATION SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, regulatory or accreditation requirements. Ability to write reports, business
correspondence, policies and procedures. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS: Basic to Intermediate Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and
to draw and interpret bar graphs. Ability to calculate figures and percentages. Ability to work with statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY: Intermediate to High Skills: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to solve practical problems and deal with a variety
of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS AND ABILITIES: Demonstrates compliance with hospital policies and procedures at all times. Demonstrates strong leadership, organization, communication and interpersonal skills. Demonstrates ability to relate to
clinical personnel and medical staff, as well as ability to interact well with the public. Must have knowledge of PC and applications. Comprehensive knowledge of Business principles and techniques of administration, organization, and management to include an in depth understanding of the key business issues that exist in the healthcare industry. These include, but are not limited to, knowledge of strategic and operational planning, healthcare economics,
personnel administration, federal, state and local laws, marketing, financial and cost analysis, trends in the healthcare industry, and primary healthcare administrative theory and practice. Data processing methods and procedures, and computer software systems. Application of Meaningful Use Standards in acute care environment. Systems design and development process, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, security, evaluation and operational management. Applying HITECH, NIST, FIPS compliance measures in a clinical environment. Business process analysis and redesign. Design, management, and operation of managed IS systems.
