UCSF Benioff Children's Hospital Oakland is Hiring a Director, Ambulatory Surgery Walnut Creek Campus Near Oakland, CA

Job Description/Summary:

The Director of Ambulatory Surgery for the Walnut Creek Campus provides administrative leadership and operational oversight of personnel in Walnut Creek Outpatient Surgery departments including but not limited to Preop, the Operating Room, Pre / Post Anesthesia Care Unit,Materials, Perioperative Business Office, and Anesthesia Services with a dotted line to Material management, Facilities, Child Life and Diagnostic Imaging. Collaborates and works with additional management and leadership team members to develop the annual capital and operating budgets, manage budget performance, develop/implement policies related to program operations, ensure quality review and development of appropriate clinical standards, and maintain ongoing continuous regulatory review readiness. Consistently collaborates with the medical staff to ensure the availability of Peri-Operative Services, Infusion services, and Diagnostic Imaging appointments to meet community and physician needs. Ensures staff/operations meet established state/local legislation and regulatory requirements. Dotted line reporting structuretothe Executive Director of Walnut Creekand the Satellites in organizing and participation in community outreach.

This role reports directlyto the ExecutiveDirector of UCSF Benioff Children¿s Hospitals Perioperative Services. The role also works closely with the Executive Director of Walnut Creek Campus and Satellites, and the Director of Diagnostic Imaging, to ensure the DI operational activities at Walnut Creek are well coordinated. Works closely with the CPSD manager to ensure continuous regulatory readiness and to provide leadership support.

Essential Functions:

Customer Service:

Budget Management:

  • Collaborates with the development of annual capital and operating budget to ensure current needs and anticipated changes are addressed. Administers departmental budgets within allocation, adjusted for volume.
  • Administers departmental budgets within budgeted FTEs adjusted for volume. Ensures staffing reflects workload. 
  • Prepares productivity and budget performance reports and assists managers with corrective action plan on a regular basis, minimally once a month. 
  • Mentors division managers in the areas of budget development / interpretation. 

Personnel Management:

  • Communicates regularly with staff to provide information, allowing staff to voice concerns and to exchange ideas for improvement in work. Maintains documentation of at least monthly communication. Conducts monthly staff meetings for direct reporting personnel. 
  • Completes all performance appraisals during the months in which they are due. Ensures staff with specific clinical licensure is co-evaluated by management qualified to evaluate the clinical skill. (For example, diagnostic imaging technologists are evaluated by a diagnostic imaging leadership.)
  • Ensures division staff has skill and abilities to demonstrate competent performance and progressive growth. 
  • Identifies staff learning needs and develops individualized improvement plans, in collaboration with managers, Education department and other pertinent resources. 
  • Guides and identifies nursing practice in the ambulatory setting. Interprets scope of practice for NPs, RNs, ORTs and sterile processing techs.
  • Develops and implements a written plan to ensure placement of adequate numbers of competent staff within unit. Maintains current position control records. 
  • Develops and implements a written education plan to address staff educational needs. 
  • Plans and delivers a formal educational program at least once a year. 
  • Ensures that the need for disciplinary action within the division is identified appropriately and completed within timeframes using appropriate resources consistent with hospital policy and department practice. 
  • Works closely with Assistant Head nurse to assure adequate staffing and equipment needs are met. 

Quality Management:

  • Annually approves and implements a written Quality Improvement (QI) plan for the site which addresses all regulatory requirements and important aspects of patient care outcomes. Ensures the ongoing quality improvement program examines consistent clinical practice, validating outcomes by research and data collection.
  • Prepares quarterly QI reports and implements strategies to ensure that improvement in patient care occurs. 
  • Maintains records of system problems and unit issues with corrective actions demonstrating positive outcomes and interdepartmental collaboration.
  • Ensures that employees meet licensing board, state health, TJC, and OSHA regulations and that all violations are corrected. 
  • Investigates accidental injury reports to identify potential unsafe working conditions and/or practices and ensures implementation of corrective action. 
  • Maintains a constant state of regulatory inspection preparedness through ongoing assessment and action.
  • Represents Ambulatory Nursing perspective at all levels of the organization, sharing best practice. 
  • Chairs/co-chairs assigned Hospital committees related to quality management and improvement (e.g. Quality Built In teams, OR Committee, etc.).
  • Demonstrates current knowledge of Quality Built In principles, tools and methods in order to resolve inter- and intra-departmental issues. Implements practice changes within the division that are research-based.

Management of Department Operations:

  • In collaboration with the Perioperative Leadership team, reviews and approves all policies, procedures, protocols and standardized procedures for content, consistency and compliance with regulatory requirements.
  • Provides leadership and ensures minimum disruption to division operation during departmental crises.
  • Establishes systems to enhance problem-solving and decision-making.
  • Works with other members of the management team to build integrated clinical systems with ancillary departments. 
  • Participates and contributes to problem resolution in the hospital. Has at least an 80% participation rate at all assigned committees.
  • Consistently supports compliance with the organization¿s Code of Conduct by maintaining the privacy and confidentiality of information, protecting the assets of the organization and acting with ethics and integrity, reporting non-compliance and adhering to applicable federal, state and local laws and regulations and UCSF Benioff Children¿s Hospital Oakland policies and procedures. 
  • Works collaboratively with the Walnut Creek Surgery Medical Director to revise and implement both a clinical and business plan for services at the Walnut Creek Surgery Department. 
  • Ensures that the values, vision, and mission of the department and hospital are well articulated and actuated. 
  • When applicable, provides direct patient care in perioperative areas as needed and per union rules.
  • Collaborates directly with Perioperative leadership to assure consistent, quality care utilizing evidence-based practice and Joint Commission and AORN guidelines.
  • Attends OR Committee meetings and provides insight into status of WC OR.
  • Coordinates with Surgical Services and Perioperative Leadership regarding anesthesia locations, evaluating block utilization, and assessing opportunities for growth of services.

Internal and External Communication/Physician Relations

  • Actively develops and enhances relationships with surgeons to develop appropriate services at the Walnut Creek Campus.
  • Walnut Creek Campus staff receives accurate, timely information regarding the division, hospital and community.
  • External: Division, hospital staff and community receive accurate, timely information relating to the key changes in the Walnut Creek Specialty Services departments.

Self-Development:

  • Pursues professional development activities to maintain competence and skill set to support role. 
  • Maintains license and certifications, as required. 
  • Maintains and active membership in local and national organizations related to area of practice. 
  • Develops annual goal plan, maintains Joint Commission and Title 22 required education and testing.

Supervisory/Management Responsibilities: Manages theAmbulatory Surgery Department.

Financial Responsibilities:In conjunction with the Perioperative Director, responsible for the budgets relating to the procedural care areas for the Walnut Creek campus.

Knowledge, Skills, and Abilities:

  • Advanced communication, interpersonal, presentation and writing skills. 
  • Ability to work independently and meet deadlines. 
  • Knowledge of the Nurse Practice Act and working knowledge of regulatory requirements. 
  • Good crisis management / prioritization abilities.
  • Basic proficiency with PC, word processing, spreadsheets.
  • Prior experience with Electronic Medical Records (EPIC preferred)

Minimum Education: Bachelor¿s Degree required; Master¿s degree (Nursing, Healthcare Administration, Business Administration) preferred.Experience in lieu of education will be considered.

Minimum Experience:

  • At least4 years of previous progressive management experience in nursing, including operations management.
  • At least 2 years ofPerioperative Leadership management, required.
  • At least 5 years of Operating Room experience ¿ ability to scrub & circulate. 
  • Experience in Academic Medical Center and Service-Line Management, preferred.

License Required: Current California RN license

Certification Required: BLS Required
