Position Description

As a Federal Government Relations Specialist, you will be responsible to work on projects related to regulatory requests including compliance concerns, legislation and regulatory guidance, Requests for Information (RFI), routine and ad hoc reporting, and other inquiries. You will serve as a liaison between regulators and impacted internal departments. You will coordinate your work with the Federal Government Relations Manager. Under manager’s direction, submit new and expansion Medicare Advantage applications.

  • Coordinate with CMS for Medicare managed care and Medicare Supplement, communications, policy and operational issues. Work with CMS on policy and interpretation of regulatory requirements. Monitor and/or perform Part C and Part D activities, including coordinating with multiple departments related to annual required reporting and responding to CMS requests for information.
  • Monitor, interpret, prioritize, distribute and clarify Medicare managed care and Medicare Supplement regulatory/sub-regulatory and informational guidance, including information from CMS, CMS’s Health Plan Management System (HPMS), the Federal Register and trade associations. Proactively identify impact on Medicare products and Medicare Supplement (Medigap) products. Educate departments about Parts C/D and Medicare Supplement regulatory/sub-regulatory requirements and contractual obligations. With key departments, coordinate applicable response or operational implementation; clarify information if needed.
  • Provide support in defining high priority and/or complex regulatory concerns and compliance issues, contract and legislative changes, and other ad hoc regulatory concerns through resolution. Work with Corporate Compliance to identify, and report to regulators, plan performance issues/concerns.
  • Participate in information gathering for new and expansion Medicare applications, including internal planning, timeline activities, and necessary regulatory requirements. Oversee and manage Medicare applications, including submission to CMS.
  • Provide policy analysis of proposed/final rules and other potential regulatory/legislative changes. Work with the manager to facilitate meetings to gather UCare’s policy positions and inform trade associations.
  • Participate in trade association meetings. Take and distribute notes internally. Work with business areas to gather comments.
  • Serve as subject matter expert and super user for UCare’s C360 tool to store, manage and track regulatory guidance and incidents. Develop workflows. Create assessments. Distribute guidance. Run reports and manage workload. Train users and serve as resource for internal departments on the tool. Provide feedback and suggestions to designated C360 administrators on system functionality based on internal usage.
  • Other projects and duties as assigned.

Requirements

Education

Bachelor’s degree preferred; demonstrated experience in the health care industry may be considered in lieu of degree.

Required Experience

Three years in health care compliance, health insurance and/or managed care. Medicare Part C or D program administration experience. Experience reviewing, interpreting and communicating regulatory guidance.

Preferred Experience

Knowledge and/or experience with Special Needs Plans (SNPs) and Institutional or Institutionally Equivalent SNPs. Experience with Medicare Supplement products. Project management experience.
