DESCRIPTION

The Clinic Manager of the Division of Plastic Surgery supervises clinic operations, spanning multiple providers, clinics and/or practices. Subordinates include clinical staff involved with operational functions of the clinic. Oversight of clinic areas such as practice revenue management, billing systems, and procedures, tracking product inventory, facilities and safety procedures, registration, new patient coordination, scheduling, medical records storage and maintenance, insurance authorizations. May also supervise patient support staff such as medical assistants or LVNs, in coordination with the Division Chief. Responsibilities include all aspects of clinical, supervisory, and administrative support duties necessary to promote the goals of UC San Diego Health Plastic and Reconstructive Surgery Clinic Services.

The Physician Group leadership position will require the selected candidate to develop a deep understanding of the Plastic Surgery sub-specialty practices (aesthetics, microsurgery, etc.) and work within the physician group leadership structure in collaboration with Department of Surgery leadership, the Division Chief and Clinical Medical Director to optimize workflow and access to care. The selected candidate will assist with the deployment of appropriate clinic staffing resources to avoid interruptions of the Plastic Surgery clinic operations.

This position assumes HR responsibilities of the directly supervising clinic staff, ensuring staff competence, evaluating staff, counseling staff including disciplinary actions, staff development, rewards and recognition, timekeeping, attendance logs, manage time-off requests, screening potential new clinic hires and assisting with the interviewing and hiring of new clinic employees. Must possess a clear understanding of UCSD Ambulatory Care's organizational goals and initiatives to improve our patient's experience and to ensure delivery of safe, effective, timely and high-quality care. This position will coordinate with surgical vendors and hospital administration to order supplies such as implants, sizers, skin products, injectable, etc. Will work with revenue cycle and division team to prepare monthly and annual reports.

Involves the administrative services and operations for health care clinics or centers, in accordance with federal, local, and internal standards, policies, and regulations. Typically includes operations, fiscal management, program planning, and/or external marketing activities. Management levels may include oversight of clinical patient care.

Key Responsibilities:

  • Manages the patient care delivery system to assure quality care, patient safety, standard work and compliance with internal policy, external regulations, and accepted practices across the continuum of care.
  • Allocates environmental, technical, and staffing resources. May also manage the fiscal and administrative operations.
  • Assists in the development of the strategic plan for Ambulatory Nursing, aligned with organizational and Physician Group strategic plans.
  • Represents assigned clinics or centers on task forces or committees. Participates to develop new programs, review technology improvements, design quality improvement, and patient safety initiatives, etc.
  • Develops staff in collaborative decision making and shared governance to ensure a shared voice in clinical care practice, exchange of ideas, enhanced communication, and continually improved clinical and patient care outcomes.
  • Manages patient care in a cost-effective manner, consistent with the financial goals of the organization. Plans and is accountable for the annual operative and capital budget for areas of responsibility.
  • Responsible for employee recruitment, performance evaluation, progressive discipline and staff development. Develops a strong culture of teamwork to ensure the quality of daily operations, effective interdepartmental collaborations, and the timely achievement of objectives. Works with clinical educators and leadership to evaluate core competencies in nursing and other clinical care for unit.
  • Works collaboratively with Labor Relations on bargaining unit issues and contract negotiations at the local level.
  • Facilitates and oversees resolution of human resources, labor relations, and employee safety and risk management issues.
  • Keeps abreast of and implements new or updated patient care standards of practice, scope of practice, competency development and assessment, policies and procedures, and new programs.
  • Collaborates with physicians and develops proposals for improvements to clinic services, policies, or procedures. Helps define, measure, and deliver Magnet® nursing excellence for ambulatory nursing.
  • Collaborates and provides input on marketing, facilities, and fiscal planning. Drafts business plans to introduce quality improvements to clinical service delivery in accordance with best practices.
  • Collaborates with an interdisciplinary team of health care clinicians in efforts to develop healthcare policies, practice standards, and improve services.
  • Monitors expenditures and the annual budgets for patient care services and/or clinic operations.
  • Determines staffing needs and plans. Monitors performance of clinic services. Coordinates activities with other clinics, centers, units, and/or departments in regard to patient care.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor's Degree in Nursing required.

  • Current Registered Nurse (RN) license issued by the state of California.

  • BART, or BLS at time of hire with a commitment to get BART w/in 6 months of hire date.

  • Seven or more years of relevant experience.

  • Strong clinic/ambulatory care center patient care management skills.

  • Practice management knowledge in scheduling, customer-service methods, regulatory compliance, accreditation requirements, and associated information technology.

  • Broad knowledge of patient population served and the requirements for the delivery of services.

  • Strong experience in nursing education, including curriculum development.

PREFERRED QUALIFICATIONS

  • Master's Degree in Nursing or Healthcare Administration preferred.

  • Ten or more years of progressive experience in an Ambulatory care setting, including four or more years at a management level.

  • Substantial nurse experience in plastic surgery, dermatology, or other procedural surgical specialty.

  • Experience within a large, complex health system.

  • LEAN training and/or demonstrated change management experience.

SPECIAL CONDITIONS

  • Must be able to work various hours and locations based on business needs.

Pay Transparency Act

Annual Full Pay Range: $124,400 - $243,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $59.58 - $116.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
