DESCRIPTION

The UCSD Mathematics Department is a dynamic unit with 67 faculty, approximately 40 additional non-FTEs in various instructional and research titles. These academics work on a broad range of research funding from a diverse range of federal, state, and private agencies. The department is comprised of 19 career staff, and 180 Master's and Ph.D. students, and over 2400 undergraduate students. All working together to generate high-caliber research in a broad range of fields and provides an outstanding graduate program that attracts top-ranked students who contribute to the department's academic reputation. The department maintains a large undergraduate course of study that prepares pure and applied majors (over 2400) in Mathematics, as well as 57 other majors across the campus, with the strong fundamental background in mathematics needed to succeed in a variety of career options. The faculty are engaged in a vigorous research program with an average of 72 active awards in many interdisciplinary areas totaling approximately $20M/Yr. and an instructional program that enrollsapproximately 30,000 graduates and undergraduates per year. As the fundamental language of science, mathematics is an essential intellectual tool required by a trained workforce to create the technological advances of the future.

The department is the home of The Center for Computational Mathematics (CCoM) consists of a broad and diverse group of faculty, researchers, and students, who share a common interest in the mathematical aspects of computation. The department is also the home of the Director of the Mathematics Diagnostic Testing Project an intersegmental education project in California

Under the general direction of the Chief Administrative Officer (CAO), serve as the AP/HR and Operations Manager. Exercise leadership and discretionary authority to negotiate and/or solve managerial and programmatic concerns, utilizing a high degree of independence, ingenuity and analytical skills to resolve complex, unusual and non-routine problems or issues.

Oversee all aspects of AP/HR (including labor relations) for the Mathematics Department including 142 academic personnel with 21 different academic titles, 26 staff, 175 graduate academic student employees, and 69 undergraduate academic student employees.

In collaboration with the CAO, perform operational audits of departmental programs and administrative activities; recommend and coordinate operational changes to enhance work performance.

Uses professional HR concepts as a seasoned, experienced professional to apply organization policies and procedures to resolve the full range of HR-related issues. Works on problems that are diverse and complex in scope, where analysis of situations requires a review of a variety of factors. Normally receives little instruction on day-to-day assignments with some guidance provided on new projects.

  • Occasional evenings and weekends may be required.

QUALIFICATIONS

  • Demonstrated knowledge of and experience with academic personnel processes related to recruitment, appointment, and salary review; knowledge of Unit 18 Policy (Memorandum of Understanding - MOU); and knowledge of University International Center's Visa procedures and policies and immigration laws pertaining to foreign scholars; knowledge ofLabor Certification process and permanent residency procedures.

  • Skills, knowledge, and experience in Human Resources practices. Extensive knowledge of full range of payroll policies, and compensation. Demonstrated knowledge, skills, and experience in personnel practices, counseling, recruitment, affirmative action, staffing, performance management and conflict resolution, classification, compensation, employee benefits, labor relations, corrective action and disciplinary methods, labor agreements, and the ability to interpret and administer bargaining agreements and UC policies.

  • Demonstrated experience in job analysis, classification, and compensation. Must possess deep knowledge of classification and compensation policies, with the ability to objectively analyze information and make responsible and appropriate classification and compensation recommendations. Must possess knowledge of the best practices of classification and compensation.

  • Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills. Demonstrated ability to independently analyze complex problems, conduct research, interpret trends, identify various options, draw conclusions, develop and implement innovative and cost effective solutions that meet the objectives of the department despite competing and changing priorities.

  • Thorough knowledge of organizational policies and procedures, knowledge of functional areas, and understanding of how work may affect other areas. Extensive knowledge of university, campus, and department policies, procedures, and regulations concerning all areas of academic personnel (recruitment, professional reviews, compensation, payroll, Summer Session, Unit 18 MOU, leaves, benefits, affirmative action, visas, discipline, and conflict resolution, and fiscaladministration policies with the ability to appropriately interpret and implement those policies.

  • Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training, and other areas of human resources. Ability to continuously update knowledge through classes, policy manuals, independent study, and interactions with colleagues across the campus and UC system.

  • Skilled in communicating clearly and effectively verbally and in writing.

  • Demonstrated ability to handle very difficult or volatile situations / individuals effectively.

  • Demonstrated analytical, active listening, and critical thinking skills.

  • Thorough knowledge and experience managing a broad scope of human resource-related functions and extensive experience in human resource management in a large, complex, and unionized environment including employee/labor relations, recruitment and selection, compensation and classification, performance evaluation, organizational and employee development, training, workers compensation, benefits, accommodations, personnel and payroll, and terminations/layoffs.

  • Demonstrated expertise and ability to collect and analyze data, interpret policies and procedures, and apply them to routine as well as unique and complex situations. Strong demonstrated experience and proven ability to establish or recommend alternative solutions. Expertise to develop innovative approaches, techniques, and procedures to provide more efficient and responsive services.

  • Strong, effective supervisory skills and demonstrated ability to provide leadership that motivates and promotes team building, creates a positive work environment and fosters the Principles of Community. Ability to analyze workflow and determine effective staffing structures to meet the operational and service needs of the organization. Ability to address and resolve performance problems and other personnel issues and concerns.

  • Proven success and ability to provide appropriate administrative and disciplinary actions to manage policy compliance in organized and non-organized areas. Use professional judgment in situations for which there are no established criteria or standards or where answers to problems are not readily apparent and initiate action and solutions. Utilize effective negotiation skills in the performance of functions to produce satisfactory outcomes for allparties concerned.

  • Skilled in communicating clearly and effectively verbally and in writing. Excellent negotiation skills. Demonstrated counseling techniques with the ability to act as a facilitator, exercise diplomacy, tact, professionalism, responsiveness, a high degree of flexibility, and solve concerns between individuals in a fair and equitable manner. Ability to communicate effectively one-on-one or in group settings, taking into account differences in social, cultural, professional, and educational backgrounds.

  • Demonstrated ability to participate in short- and long-term planning, identify changing priorities, and negotiate resources. Must be able to work in a fast-paced environment and respond professionally to competing priorities.

  • Strong, independent decision-making skills, exercise initiative, excellent judgment, and tact in managing and completing administrative operations, maintaining confidentiality, and handling sensitive matters in the absence of close supervision.

  • Demonstrated proficiency in researching, organizing, reporting statistical and informational data, and carrying out complex analyses of data.

  • Extensive knowledge of the full range of university payroll policies and payroll operating systems.

  • Demonstrated knowledge of computer systems and applications, including word processing, database, spreadsheet, and presentation software. Ability to incorporate computer technology to improve processes.

Pay Transparency Act

Annual Full Pay Range: $74,300 - $134,500 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $35.58 - $64.42

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
