This position serves as the Substance Abuse Program Manager, Behavioral Programs Branch, Marine and Family Programs Division, Headquarters, Marine Corps. Uses a superior level of expertise to provide administrative, technical, and professional oversight and management of complex substance abuse prevention and intervention programming and non-medical counseling services. Oversees programming that supports, improves, and sustains mission readiness capabilities of commanders, active duty and retired Marines, family members and civilians. Develops and monitors programming that supports prevention of problems that detract from unit performance and ability to cope successfully with stresses and demands of the Marine Corps lifestyle. Oversees accreditation of substance abuse centers. Serves as the Marine Corps subject matter expert in substance abuse counseling services and programming and represents the Marine Corps on substance abuse working groups/teams.
Management
Serves as the Program Manager and a recognized expert to independently oversee day-to-day operation of the ongoing substance abuse program of large scope and/or involving significant difficulty and responsibility that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency. Develops operational guidelines for the full range of actions and standards for program operations when established guidelines have not been successful, do not apply or none are available.
Supervision
Supervises full performance level NF5, NF4 and equivalent employees to include: meeting minimally twice a month to assign distribute, evaluate work; coach, counsel, tutor, and mentor employees; approve and disapprove leave, recommend and complete personnel actions, recommend and complete performance reviews, recommend and administer discipline, recommend and administer incentive awards, sign timecards, train employees, keep abreast of and actively support the principles of the EEO program, and prevention of sexual harassment, be alert to substance abuse to take appropriate action.
Analysis and Evaluation
Conducts and organizes analytical studies and analyses. Makes recommendations on corrective actions, and conducts follow up inspections. Plans, develops and conducts analyses for current and projected programs to achieve goals and objectives. Collects, verifies, and adjusts data from diverse sources and performs qualitative analysis manually, and through automated systems..
Budgeting
Reviews, coordinates, and recommends resource requirements and priorities for drug and alcohol abuse prevention capabilities, including funding provided for Family Service Centers and the Drug Demand Reduction Program. Formulates, administers, and monitors the operating and capital budget for the program.
Safety
Develops and ensures implementation of an activity safety program for supervised employees. Conducts safety meetings and advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees.
This is a white-collar position where occasional lifting up to 20 lbs. may be required.
EVALUATIONS:
Must possess a master¿s degree in social work or related behavioral health field (psychology, marriage and family therapy, counseling) from an accredited program and be licensed at the independent practitioner level. A minimum of 4 years post-licensure experience with at least 2 years in a supervisory/management role. Preference that the 2 years of supervisory/management role occurred in substance abuse or co-occurring programs; certification in substance abuse (Alcohol and Drug Counselor II or state equivalent) required.
Knowledge and experience that demonstrates skill to serve as a Program Manager and a recognized expert to independently oversee day-to-day operation of a designated ongoing program of large scope and/or involving significant difficulty and responsibility that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency. Skill to develop operational guidelines for a full range of actions and standards for program operations when established guidelines have not been successful, do not apply or none are available; determine appropriate products or services to define program scope, requirements and deliverables when customers have complex characteristics or needs that require combined resources of many divisions and agencies with conflicting, overlapping and inconsistent requirements and objectives; develop, modify or provide best of current successful projects to stimulate development and improvement of programs; implement high visibility or complex program plans that significantly affect overall operation and credibility of the agency to meet objectives; coordinate and integrate project activities that require negotiation and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs; monitor project activities and resources to mitigate risks that can have far reaching effects on operations and/or on large groups of people.
