Vacancies Will Be Filled In The Following Specialty AreasTax Exempt and Government Entities, Shared Services, Human & Capital Resources.
The following are the duties of this position at the full working level.
  • Analyzes and evaluates the effectiveness of assigned Shared Services program operations (human resources, personnel, finance, communications, automated business systems) in meeting established goals. Finds and develops methods to resolve or address issues that directly affect the accomplishment of program goals.
  • Serves as an analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation.
  • Serves as advisor to management on issues related to assigned program. Exercises independent judgment and discretion in making recommendations to management in the areas of, performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.
  • Prepares directives, policy statements, proposals, management information research, and analysis of personnel data, etc. consistent with assigned program administration.
  • Researches and investigates new or improved business and management practices for application to assigned operating and administrative programs.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.   • A 1-year probationary period is required (unless already completed).
  • Obtain and use a Government-issued charge card for business-related travel.
QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:
Specialized Experience For Gs-07You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes performing operational reviews, preparing program evaluations, and providing guidelines pertaining to the effectiveness of line program operations. Recommending changes in procedures and techniques to improve baseline measures and an organization's work methods. Advising management on issues related to an assigned program. Experience exercising independent judgment and discretion in making recommendations to management in the areas of performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.
OR You may substitute education for specialized experience as follows: One (1) year of graduate level education at an accredited college or university in a related field of study. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two (2) years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two (2) years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.
Specialized Experience For Gs-09You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Experience developing changes in methods and conducting studies of employee/organizational efficiency and productivity; planning, coordinating, and establishing operating methods and procedures for accomplishment of project mission; providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. Advising management on issues related to assigned program. Experience exercising independent judgment and discretion in making recommendations to management in the areas of performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.
OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree in a related field of study. OR Two (2) full years of progressively higher level graduate education leading to a master's degree in a related field of study OR LL.B. or J.D., if related.
OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.
Specialized Experience For Gs-11You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/organizational efficiency and productivity. Advising management on issues related to assigned program. Experience exercising independent judgment and discretion in making recommendations to management in the areas of performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.
OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR LL.M. if related.
OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above.
Specialized Experience For Gs-12You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct complex projects; knowledge of mission, organization, work processes, and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. In addition, knowledge of budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions. Advising management on issues related to assigned program. Experience exercising independent judgment and discretion in making recommendations to management in the areas of performance management, budget preparation/execution, personnel processing systems, business systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, training initiatives, work-life programs, and other human resource/personnel initiatives.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
