U.S. Department of the Interior (DOI) is Hiring a Program Specialist Near Woodstock, VT

Clarification from the agency

Duties

Major duties for this position include but are not limited to the following :

  • Coordination of Special Use Permits
  • Coordination of Commercial Use Authorizations
  • Coordinator of Leasing
  • Administrative Support- Reconciliation, Budget, Correspondence

Duties will be developmental in nature when filled below the full performance level.

Physical Demands : No special physical demands are required to perform the work. The work is primarily sedentary, although some slight physical effort may be required.

There may be some extended walking through concession facilities, carrying of light items such as papers and files, or operating a motorized vehicle / vessel in off-road environments.

A valid state driver's license is required.

Working Conditions : Most of the work is performed in an office setting, although there may be occasional travel to conduct on-site inspections and to monitor events.

Work in the field is intermittent with periodic work in heat and cold weather. Travel within and away from the park area may be necessary and frequent to provide support for the program for the purpose of attending meetings, training programs, conferences, and site visits.

For work conducted in the field, the risks involve those typical for visitors of the Park and may include confrontations with wildlife and exposure to the elements.

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required.

You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • This position has a mixed work schedule based on the varying workload, and your work schedule is subject to change from part-time to full-time to on-call as workload dictates.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home on occasion toattend training or conferences. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain / maintain a government charge card with travel and / or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and : (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school;
  • or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education;

or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service);

with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments.

Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.

All qualifications must be met by the closing date of this announcement-03 / 29 / 2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted.

An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and / or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications methods by close of the announcement :

EXPERIENCE : At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors).

  • This experience includes activities such as : serving as a point of contact for routine Commercial Use Authorizations, special use permits, or commercial filming permits;
  • assisting with implementing policies and procedures relative to a business management program in recreation or similar industry;
  • reviewing permit requests to ensure compliance with program or policy requirements; assisting with fee payment monitoring, collection, expenses, reconciliation and tracking revenue and expenditures;
  • tracking deadlines / due dates and alerting customers to renewal requirements; communicating basic program requirements / instructions to customers verbally and in writing;

working with customers to complete detailed permit request documents and forms. Applicants must meet 4 of 7 items above.

EDUCATION : Successful completion of at least one-year of progressively higher-level graduate education (18 semester hours) in public or business administration, finance, accounting, or another closely related subject.

Successful completion of a combination of education and experience as described above. EXAMPLE : Completed 9 hours of related graduate level education (50%) and possess 6 months of specialized experience at the GS-05 grade level (50%), total to one-year of the experience requirement.

Superior Academic Achievement(S.A.A.) : as evidenced by one of the three following methods : 1) I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses;

OR, 2) I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.

5 or higher out of a possible 4.0 ("B " or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum;

OR, 3) I am a member in one of the national scholastic honor societies. These honor societies are listed by the Association of College Honor Societies.

Membership in a freshman honor society cannot be used to meet the requirements of this provision.

To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications methods by close of the announcement :

EXPERIENCE : At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors).

  • This experience includes activities such as : providing authoritative guidance on Commercial Use Authorizations (CUA); independently responding to a variety of special use permit inquiries (commercial use, special events, First Amendment activities);
  • issuing standardized and / or specialized commercial filming and photography permits following regulation; participating in on-site inspections of permitted operations;

developing draft permits and administrative record documents for commercial use authorizations and / or special use permits for recreation or similar industry.

EDUCATION : Successful completion of a master's or equivalent graduate degree or at least two full years of graduate level education (36 semester hours) in a related field such as public or business administration, finance, accounting or another closely related subject.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. You must include transcripts.

Successful completion of a combination of education and experience as described above. Note : Only graduate education in excess of the amount required for the next lower grade may be used to qualify for a combination.

For example, if you have 6 months of specialized experience (50%) you must have at least 27 semester hours (50%) of related graduate education.
