Duties
This position is located under the Office of Enforcement Programs and Services, Firearms and Explosives Services Division, Explosives Licensing Center, located in Martinsburg, West Virginia.
The primary purpose of this position is to serve as a Legal Instruments Examiner with responsibility for reviewing applications and supporting documents during the course of issuing Federal Firearms licenses and/or Explosives licenses/permits for lawful purposes; the approval of the import of lawful defense articles; and the transfer of restricted weapons to authorized persons, businesses, and law enforcement agencies.
As a Legal Instruments Examiner, GS-0963-5/6, your typical work assignments may include:
Reviews, evaluates, processes, restricts and/or recommends approval or denial of applications and supporting documents submitted by individuals, companies and government entities.
Reviews applications and related supporting documents to determine accuracy and completeness; noting disqualifying conditions and problem areas such as conflicting data, inconsistencies, unusual circumstances, errors and omissions.
Utilizes various information technology (IT) software and hardware to research the internet and various databases to conduct record searches, review historical data, laws and regulations, query records, compile information, enter and retrieve data, generate reports, and depict data.
Answer inquiries from industry representatives, business firms and general public concerning firearms and explosives license and permit.
Explains procedures and policies prescribed under pertinent laws, regulations and directives.
Shift work may be required.

This is a non-bargaining unit position.
MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process.

Qualifications
To qualify for a GS-05, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-04.
GS-05 - Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized Experience is:
Reviewing documents to ensure completion and accuracy; AND
Reviewing documents to determine eligibility or to formulate recommendations for appropriate courses of action; AND
Preparing routine correspondence AND
Utilizing information technology (IT) computer systems in order to assist in researching, obtaining and consolidating data, and preparing reports from various sources.
OR
Education GS 5: Successfully completed 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at the GS-05. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school.
OR
Combination of Education and Experience:
GS-5 Only: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5 and below. Only education in excess of the first 60 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement.
To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
To qualify for a GS-06, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-05.
GS 6: Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized Experience is:
Reviewing documents to ensure completion and accuracy; AND
Reviewing documents to determine eligibility or to formulate recommendations for appropriate courses of action; AND
Responding to customer inquiries and explaining policies, processes or procedures to customers; AND
Preparing routine correspondence AND
Utilizing information technology (IT) computer systems in order to research, obtain and consolidate data, and prepare reports from various sources.
OR
GS-6: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.
