Duties
This position is located under the Office of Field Operations, Louisville Field Division in Louisville, Kentucky.
As a Budget Analyst, GS-560-11, your typical work assignments may include:
Assists management in the planning and development of the budget for the field division.
Prepares basic reports, analyses, justifications, briefing documents, and exhibits in support of budget estimates or specific budget requests.
Programs funds as defined in operating plans and enters transactions into financial systems to reflect obligations and expenditures.
Oversees the use of investigative funds (by monitoring and reporting on fund use reviewing and maintaining associated financial documentation/records).
Communicates both orally and in writing to provide consultative and advisory services to management and represent organization at conferences and meeting relative financial matters.
As a Budget Analyst, GS-560-12, your typical work assignments may include:
Plans, develops and participates in the planning and development of the budget for the field division.
Manages and monitors the execution of the division's budget.
Oversees the use of investigative funds (by monitoring and reporting on fund use, reviewing and maintaining associated financial documentation/records.
Provides consultative and advisory services to management and represent the organization at conferences and meeting relative financial matters.
Responsibilities will increase and assignments will become more complex as your training and experience progresses.

This is a non-bargaining unit position.
MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process.
Key Requirements:
Must be a U.S. Citizen or National.
Pass drug screening and subject to random drug test.
Suitable for Federal employment determined by background investigation.

May be required to serve a one year probationary period.
Qualifications
To qualify for GS-11, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-09.
GS-11 - You qualify if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:
Provides program oversight to budget support and analysis functions for the division; and
Assists and participates in the compilation of budget requirements, presentations and execution; and
Tracks and monitors functions, preparation and analysis of budget related materials.
OR
In lieu of specialized experience may qualify with Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR combination of education and experience.
OR
A combination of graduate education and experience.
To qualify for GS-12, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-11.
GS-12 - You qualify if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal, State, or Local government or equivalent public or private sector experience, performing the following duties:
Monitors the execution of the field division's budget; and
Reviews and evaluates the effects of budget and program changes; and
Analyzes trends to make budget estimates adjustments; and
Plans and schedules funds allotments and transfers.
Substitution of education in lieu of specialized experience may not be used for this grade level.
Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.
