Duties

This is an interdisciplinary position to be filled to the series represented by a candidate that meets the qualifications and may be filled as any of the following: Environmental Engineer, GS-0819-13 or GS-0801-13; Natural Resources Management Specialist, GS-0401-13, or Physical Scientist, GS-1301-13

The Civil Engineering Unit (CEU) is responsible for the management of and exercise of technical authority (TA) over all Civil Engineering functions for the assigned Area of Responsibility (AOR). It executes depot-level shore facility maintenance activities and provides civil engineering support/asset management to Coast Guard units within the CEU’s area of responsibility (AOR). This involves management of a diverse portfolio containing a mix of owned, leased, temporary and permanent shore facilities supporting a mix of in-house and contracted missions and services spread over a wide geographic area with multiple sites and varied environmental issues.

You will be responsible for assisting with the effective and efficient execution and management of the Coast Guard's multifaceted environmental program incorporating broad programmatic aspects of environmental planning, environmental compliance, environmental sustainability/stewardship in support of Coast Guard operations and missions throughout the CEU AOR as well as on a national, enterprise-wide basis as workload, resources and program priorities necessitate.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Acting as the lead environmental project manager for execution of projects for environmental restoration, compliance, planning and sustainability.
  • Serving as project manager/contracting officer's representative (COR) for remediation/restoration projects and other initiatives to reduce environmental liabilities.
  • Developing scopes of work (SOWs) and estimates for project work.
  • Reviewing and approving work plans, site safety plans, field sampling plans, schedules and other submittals and project deliverables drafted/submitted by consultants/contractors.
  • Leading or participating in various meetings, conference calls, and similar discussions with architect/engineers and contractors.
  • Coordinating/monitoring/inspecting/approving work in progress; reviewing and endorsing contract requests for payment.
  • Providing environmental program technical support, guidance, and assistance to design team and project execution personnel, asset managers, planners, real property professionals, support staff and other professions providing and or supporting shore infrastructure logistics support and executing the CG civil engineering/facilities management program throughout the AOR.
  • Working with federal, state, tribal, county, municipal and similar agencies on a wide variety of environment program issues to ensure necessary project permitting, natural/cultural/historical impact assessments.
  • Reviewing civil engineering projects for regulatory compliance and conformance with appropriate regulations.
  • Determining the appropriate level of documentation required to comply with National Environment Policy Act (NEPA).
  • Developing documentation for/assisting with the compliance with NEPA (e.g. CATEX's, EAs, EIS,s) National Historic Preservation Act (NHPA), Endangered Species Act (ESA), Coastal Zone Management Act (ZMA), and other similar procedural guidance and requirements.
  • Serving as the Remedial Program/Site Manager (RPM/RSM) and is responsible for the overall management of all site work and related to Environmental Liabilities Program Management.
  • Analyzing data and developing reports in support of environmental program metrics and scorecards.

Site visits/field activities may require frequent, considerable, and strenuous exertion such as lifting heavy objects over 50 lbs., long periods of standing, extended walking over rough and hilly terrain/through areas covered with thick vegetation, driving over rough, rocky, uneven and potentially hazardous terrain, climbing stairs and ladders, and bending, stooping, and kneeling. Additionally, the incumbent may be required to descend the slopes of excavations, crouch or crawl in restrictive areas, and work/operate utilizing protective apparel and gear such as hard hats, safety glasses, hearing protection, dust masks and respirators, and personal flotation devices during unpleasant/severe weather conditions.

Qualifications

  • Basic Requirement for Physical Scientist, GS-1301:
    Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

    OR

    Combination of education and experience - education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
    Basic Requirements Qualifications for General Natural Resources Management and Biological Sciences Series, 0401:
    Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
    OR
    Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
  • Additional Requirements for both job series:
  • In addition to meeting the basic requirements, you must have at least one full year of specialized experience comparable in difficulty and responsibility to the next lower grade level in the Federal service performing the following types of tasks on a regular and recurring basis:

    GS-13 - Applicants must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Examples of specialized experience include:

    • Evaluating environmental programs for compliance with federal, state, and regional/local requirements and department/agency policies;
    • Conducting environmental audits and site assessments to ensure compliance to environmental laws and regulations;
    • Applying environmental standards, methods, and practices to assure full implementation of the NEPA and other environmental laws, regulations or policy;
    • Provide recommendations on environmental impact statements, studies and other pertinent documents;
    • Evaluating potential environmental impacts that could result from construction or engineering projects /designs;
    • Collecting, compiling, analyzing, and reporting environmental compliance and safety data;
    • Developing and organizing policy guidance to manage organizational environmental planning, environmental compliance, remediation and liabilities, and sustainment/environmental stewardship programs.

    Specialized experience is experience that has equipped you with the particular knowledge, skill, and ability to successfully perform the duties of this position and is typically in or related to this line of work.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
