Key Requirements * Must be a U.S. citizen. * Must be able to obtain a Top Secret - Sensitive Compartmented Information (SCI) clearance. * Travel will be required. * Selectee will be required to complete a Confidential Financial Disclosure Report, OGE-450 annually * Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI) Mission Statement: The mission of the FBI is to protect the American People and uphold the Constitution of the United States. Major Duties * Serves as a Field Office Lead Telecommunications Specialist (LTS) and in that capacity, acts as a technical leader to a staff of at least three Telecommunications Specialists (TS). As a Team Leader; explains team goals and objectives and participates in the activity to accomplish the work. * Provides technical guidance regarding all issues pertaining to planning, designing, development, procuring, implementing, operating, and maintaining the Field Divisions' telecommunications systems. * Serving as the most senior TS. Incumbent is responsible for the planning, coordinating, and directing both short and long-range projects. Responsibilities include the analysis, design, development, testing, quality assurance, configuration, installation, implementation, integration, maintenance, and/or management of a variety of telecommunications systems. * Develops technical and administrative standards and procedures and ensures technical problems are resolved in a timely manner. * Performs a variety of administrative duties to include inventory management, accurate and detailed records regarding existing configurations, costs, invoice processing and bill payment. * Review and process requests for telephone and data services used in connection with investigative and administrative operations. * Perform data traffic analysis on cellular and telephone usage to ensure consistency and identify discrepancies. * Present technical findings and make recommendations to management and staff. * Serves as subject matter expert and maintains effective liaison with FBIHQ and various communication providers in order to understand and evaluate technical and procedural requirements. * Keeps abreast of changes in operations, services, features of communications systems and equipment, and technology within the telecommunications industry. * Provide instruction to FBI personnel on the operations of devices; answering any questions relative to the operational capabilities and limitations of the equipment and systems. SE is defined as follows: * Processed requests for voice and data services to be used in connection with investigative and administrative operations. * Planned and organized complex and sensitive functions relative to telecommunications service requests. * Performed a wide variety of duties and assignments involving different and unrelated technical processes for both administrative and investigative operations. * Coordinated with FBI HQ and/or communication providers to resolve technical or procedural issues and conflicts that impacted technical operations. * Provided instruction and mentored technical staff on the principles, practices, procedures and operational requirements to accomplish tasks in support of investigations. * Answered questions relative to the operational capabilities and limitations of communication systems and/or technology to all levels of management. Education GS 12: Education may not be substituted for specialized experience at this grade level.
