US Army DEVCOM GVSC is seeking candidates to fill a Data Analyst position in the G1 Human Capital Office (DE-03 GS12 to GS13 Equivalent) – Detroit Arsenal, Warren, MI

Grade Eligibility: DE-03 (GS-12 to GS-13 Equivalent)

Who May Apply: MUST be a US Citizen.

Time Limitation: Flexible Length Renewable Modified Term NTE 6 years (could be made perm without further competition)

Location: Detroit Arsenal located in Warren, MI.

About the Position:

Duties:

· Serves as a data analyst in the U.S. Combat Capabilities Development Command Ground System Vehicle Center (DEVCOM GVSC) Human Capital Directorate. Develop analysis action plans by identifying and defining scope of problem, choosing appropriate metrics and analytic techniques, directing data gathering, and preparation. Responsible for data collection, organization and analyses. Applies analytical techniques in innovative ways. Obtains and evaluates data for use in future simulations. Redefines or further defines major and critical problems and identify solutions for solving organizational issues through data analysis.

· The employee independently performs duties consisting of continuing assignments in an administrative field of data management. Duties performed are varied in nature, resolving critical problems, or developing new theories. This level of work requires analysis of assigned program which may result in establishing new approaches, techniques, or criteria.

· Conducts analysis of programs, policies, and processes for DEVCOM GVSC. This level of work requires a comprehensive knowledge of how to use data to make informed decision and how to drive Strategic Planning. Evaluate the effectiveness of human capital distribution and workload. Using analysis and evaluation of personnel programs, recommends optimal allocation of personnel. Manages command personnel data architecture and human resources enterprise software establishing standard processes and practices for maintaining and reporting personnel data. Designs, develops, and implements techniques to analyze issues associated with human capital forecasting and integrate into the execution of Manning Table Allocation Plan.

· The employee works independently within a framework of priorities, and overall objectives. The employee executes the execution of assignments, manages the work on their desk; interprets regulations; applies new methods; and coordinates with others as necessary.

· Guidelines consist of general policies and frequently require adaptation and interpretation. The employee refines or develops guidelines for use by others in the organization.

· Responsible for creating, managing, tracking, coordinating, distributing, and reporting all statistical reports required to execute DEVCOM GVSC mission as it relates to personnel, talent management, or human capital. Selects and utilizes various tools to manage, queries/extract, gather, and analyze data of short and long range organizational competency requirements and capabilities to identify competency gaps. Researches and analyzes data quality, identifies and tracks trends, and develops recommended solutions to human capital and personnel data reporting problems. Identifies and resolve data reporting deficiencies for all human capital and personnel reports. Uses a variety of automated systems and computer applications, such as Defense Civilian Personnel Data System (DCPDS)/Employee Management, Processing & Recruitment System.

Performs other duties as assigned.

Desired Qualifications:

· Must be a US Citizen.

· Must be able to obtain and maintain a secret security clearance.

· Knowledge of Data Management Processes.

· Knowledge of Data Analytics.

· Proficient knowledge and skill in the full range of data/information collection and analyses techniques to develop, write, and plan data collection and reporting;

· Knowledge of management principles, practices and techniques in order to gather data, analyze facts and provide recommended solutions on improving current procedures and policies; ability to implement same.

· Ability to communicate effectively in writing and orally. Requirements include providing oral presentations, briefings, preparation of written material to include policies, and portrayal of statistical data.

· Skill to develop techniques to analyze issues associated with forecasting in order to increase accuracy of forecasting and identification of workforce trends.

· Knowledge of various software applications used to perform statistical analysis of programs/issues, and to prepare reports and briefings.

· Ability to travel up to 10% of the time.

· Option to make Perm at a later date.
