Job Description

Turner & Townsend are seeking an ambitious Project Controls Specialist to join our prestigious client’s rapidly growing team. You have a chance to be a key player in our technological future, as part of a team of innovative professionals shaping our built environment.

The Project Controls Specialist will work closely with Project Management, Engineering, Supply Chain, Construction and Accounting personnel to ensure projects are planned and effectively managed so that performance is continuously improved. The Project Controls Specialist will provide Project Management with forward looking information identifying expected project performance and comparisons against performance targets.

The Project Controls Specialist will report within the Engineering and Major Projects organization and depending on candidate experience and organizational needs will support small, medium, or major projects. While previous experience in project controls is preferred, candidates who have familiarity with project processes and who possess strong analytical and interpersonal skills will be considered.

Responsibilities:

  • Participate in development of project execution plans, schedules and cost control documentation, and maintaining project metrics throughout the duration of the project.
  • Provide project controls expertise relating the integration, controls and management of projects; including project planning and scheduling, manpower planning, cost control and risk management.
  • Develop and monitor, with the project team, project execution strategy and tactical plans to achieve maximum efficiency and effectiveness for individual projects.
  • Apply cost control and other analytical techniques to quantify financial and schedule performance and forecast projections via EVM (Earned Value Methodology)
  • Implement project controls guidelines and procedures to organize and schedule project work, taking account of time and resource constraints.
  • Provide through project controls, an accountability/audit trail of major project decisions, to minimize company commercial risk.
  • Provide project controls input for contractor selection, (i.e. pre-qualification assessment, bid inquiry development, bid evaluation and contract award recommendations).
  • Monitor and report on contractor progress and performance.
  • Develop customized project management systems, reports, applications, and tools, as required, to meet specific project needs.
  • Implement the overall project risk management process including risk identification and mitigation.
  • Responsible for change management & contingency control.
  • Develop &/or analyze reports to depict current project status and direction to help achieve project goals.

Qualifications

Technical Requirements:

  • Competency using Excel, Word, PowerPoint, CostX, Bluebeam and Aspen.
  • Proficient in use of industry estimating databases and other estimating data sources, e.g. RS Means, Trade Services, Richardson.

Educational and Professional Qualifications:

  • Bachelor’s degree in Engineering, Construction Management, Industrial Technology, Finance or Accounting.
  • A minimum of 5 years of relevant experience in project controls and time/schedule management.
  • A minimum 5 years of relevant experience in refinery is required.
  • Proficient and expert experience level using project scheduling tools (MS Project, Primavera P6, Acumen Fuse).
  • Previous experience in project engineering, scheduling, estimating, planning, construction management, project controls, and earned value reporting is preferred.
  • Ability to coordinate & organize multiple sources of schedule inputs/performance data into a master schedule platform and deliver project/program status reports as required.
  • Demonstrate experience of all elements of estimating construction projects, including but not limited to Civil, Structural, Architectural and MEP elements.
  • Quality Control – Ensuring compliance with quality standards and participation in ISO audits.
  • Proven track record managing large-scale and complex projects.
  • Must possess exemplary communication skills – both written and oral.
  • Must be a “self-starter,” and a goal/results-oriented leader and team player.
  • Prior experience as a project or field engineers desirable.
  • Perform all the duties above through the use/preparation of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
