Job Summary: We are seeking a highly motivated and experienced Policy and Planning Analyst to join our team. The successful candidate will play a key role in advising and assisting the NGC (Community Geospatial-Intelligence Training Council) in executing its duties, as well as supporting NGA (National Geospatial-Intelligence Agency) strategies related to GEOINT (Geospatial-Intelligence) training and policy. The Policy and Planning Analyst will conduct focused analysis and assessments, facilitate initiatives, and support long-term strategies and policies within the GEOINT community.

Responsibilities:

  • Advise and assist the NGC in executing its CGTC duties as prescribed in DoDI 3305.10.
  • Support the government lead in scheduling and facilitating meetings for NSG (National System for Geospatial-Intelligence), ASG (Allied System for Geospatial-Intelligence), and CGTC GEOINT training collaboration, including discussions on policy, standards, responsibilities, emerging training requirements, and related topics.
  • Conduct focused analysis and assessments at the direction of NGC Leadership to support NGA strategies, including targeting partnerships, developing long-term organizational strategies, and identifying future requirements.
  • Develop and recommend visions, goals, and organizational performance metrics.
  • Facilitate, implement, and document initiatives that support long-term NSG, ASG, and CGTC strategies, interoperability, and strategic policies.
  • Support the development and assessment of NGC Program and Annual Plan.
  • Develop and implement standardized organizational planning templates and plans.
  • Support discussions at internal and external meetings and participate in targeted issue-specific activities related to strategic initiatives and transformation.
  • Provide policy input and required reporting to ODNI, USD(I), Congress, Council on Occupational Education, and DITEB.
  • Serve as a strategic and long-range planner responsible for developing views of the future and recommending detailed strategic policy, plans, initiatives, and concepts related to GEOINT training and internal relations.
  • Synchronize corporate and business activities to develop measurable strategic timetables, goals, objectives, and milestones.
  • Review planning documents from various agencies and ensure the organization's strategic plan remains synchronized with current topics and future initiatives.
  • Coordinate with customers, HDN Registrars, and MTT Coordinator to support GEOINT training requirements and enrollments.

Qualifications:

  • Bachelor's degree in a related field or equivalent experience.
  • Top Secret SCI (TS/SCI) Security Clearance
  • Minimum of 5 years of demonstrated experience as a primary author of mission and vision statements, policy documents, or operating concepts.
  • At least 24 months of demonstrated experience formulating, developing, documenting, or implementing policy, plans, or processes.
  • At least 24 months of demonstrated experience planning and leading an organization to meet objectives or short-suspense time schedules.
  • At least 24 months of demonstrated experience assembling project information, writing, revising, and editing drafts, and compiling decision briefs.
  • At least 24 months of demonstrated experience building and maintaining project schedules using MS Project.

Desired Skills and Experience:

  • Knowledge of DoD doctrine and other military GEOINT support.
  • Familiarity with Joint/IC/Service GEOINT activities, GEOINT doctrine, and NSG and ASG membership.
  • Understanding of the DITEB (Defense Intelligence Technical Enterprise Board).
  • Knowledge of NSG and ASG partner/sharing agreements.
  • Familiarity with NGC’s GEOINT Learning Program and GEOINT curriculum.
  • Knowledge of US Military Schoolhouse training programs.
