Position Summary:

The Information Technology Director will work closely with the Network Administrator and Information Systems Specialist to collaboratively maintain and enhance the local computer systems, including all software, in a healthcare environment. The Information Technology Director oversees the integrity of the network, server deployment, security, and ensuring that the network connectivity throughout TRIHCI’s LAN/WAN infrastructure is on par with documented best practices. Subsequently, the Information Technology Director will manage TRIHCI clinic servers; create and manage budgets to include TRIHCI clinic computer needs; recommended solutions; identifying enhancements; training IT staff; to include overseeing the installation of approved systems hardware and software; and developing or modifying the Information Systems and all other computer systems within the clinic. The individual will oversee and assure quality data systems by influencing or motivating staff, defining user requirements, planning hardware and software needs and through adherence to professional IT standards. The Information Technology Director must work in a positive and respectful manner with fellow employees.

Essential Duties and Responsibilities:

1. Oversee and ensure that TRIHCI infrastructure adheres to documented IT best practices for network equipment, software, and applications.

2. Manage all data backups and disaster recovery operations conform to best practice IT documentation and will insure the security of all backups.

3. Design, configure, and test computer hardware, networking hardware/software and operating system software.

4. Manage all TRIHCI network and related computing environments, including network hardware, servers, server applications and other network related devices.

5. Oversee all technical support provided by TRIHCI IT department.

6. Oversee, plan and execute all routine network startup and shutdown procedures as necessary.

7. Manage of all Storage Area Network (SAN). i.e. Unitrends.

8. Plan, coordinate, and implement network security measures in order to protect data, software, and hardware.

9. Recommend changes to improve systems and network performance and determine hardware or software requirements related to such changes.

10. Interface and communicate with hardware and software support teams (IHS/CRIHB and any other authorized organizations).

11. Oversee and ensure proper operation of login or automated network actions via AD (Active Directory.)

12. Perform research and introduce and integrate new technologies into existing data center environments.

13. Works with management and end users to determine the appropriate approach to maintenance and services of technology. Establishes service requirements, service standards, and service vehicles.

14. Supervise routine audits of systems and software.

15. Configure operating system updates, patches, and configuration changes as needed.

16. Administer and oversee all installation and configuration of new servers and applications.

17. Responsible for ensuring documentation of all configuration of network equipment, applications, and devices.

18. Troubleshooting any reported problems not resolved by Network Administrator and /or IT Information Systems Specialists.

19. Ensure that the Local Area Network (LAN) is up and running.

20. Ensure that work performed by Network Administrator and ISS staff conforms to vendor specified best practices.

21. Manages and facilitates all IT purchases and ensure that software/equipment purchased is correct for the network environment and future needs.

22. Oversee the coordination, implementation and maintenance of all TRIHCI VOIP telephone systems and information with users and authorized phone companies.

23. Insure the functionality of local security cameras.

24. Research and recommend training for Network Administrator and Information Systems Specialists.

25. May Participatein IT projects at the direction of the Chief Executive Officer.

26. Regular and predictable attendance.

27. Other duties as assigned.

Additional Responsibilities may include:

a) Participation in all required staff meetings.

b) Performing general office duties or other related responsibilities as needed and assigned.

c) Be available to travel for training and meetings as well as support any additional clinics.

d) Must be drug free and submit to a pre-employment drug screening and continued random drug screenings.

e) Develops security systems, analyzing current systems for vulnerabilities.

f) Keeps track of how data enters and flows through medical and operational devices.

g) Develops a risk assessment and control strategy for medical and operational devices.

h) Ensures Medical and operational devices have the required security controls to collect, store, and transmit patient data in a way that is consistent with organizational policy.

i) Performs threat risk assessment for operational devices and cybersecurity risk for business and clinical purposes.

j) Conducts regular security audits for medical and operational devices.

k) Defines access and security protocols and who is allowed to view specific information on medical devices.

l) Keeps security patches and operating systems up to date by working with vendor.

m) Develops cybersecurity requirements for various devices.

n) Evaluates medical device manufacturers cybersecurity questionnaire for accuracy and completion.

o) Maintains cybersecurity vendor package.

p) Manages cybersecurity technical components of large projects.

q) Remains up to date on new and emerging technologies within the area of technical expertise and serves as a resource to other employees.

r) Medical Equipment Integration with Nextgen/Dentrix.

Knowledge, Skills, and Abilities

1. Bachelor’s degree in computer science, biomedical, clinical engineering, or related technical field preferred – minimum 10 years’ experience in computer field.

2. Excellent customer service skills.

3. Experience with :

a. Windows 10/11 Pro

b. Windows SQL Server knowledge is desirable.

c. Office 365 Administration

d. Windows Server 2019/2022 Experience

e. Disaster Backup Recovery Experience (Unitrends)

f. Hyper-V, VMWare Virtualization Experience

g. Mitel Phone Systems

h. Experience with Electronic Health Record software (NextGen, Dentrix)

i. Networking Experience (Cisco Preferred)

j. Mobile Device Management

k. VPN Management Experience

4. Ability to work and communicate effectively with a wide variety of people within health care settings, state and federal agencies and private organizations.

5. Ability to coordinate a number of projects, personnel and clinics to meet specified objectives and to maintain detailed records of these activities and projects.

6. Ability to analyze and specify needs of computer systems.

7. Microsoft certification a plus.

8. Because travel is a requirement for this position you must provide proof of a valid California driver’s license and you must provide proof of vehicle insurance per TRIHC’s vehicle insurance policy. Failure to meet these requirements may lead to termination.

Supervisory duties: (if any)

This position oversees Network Administrator and Information Systems Specialist, vendors and, contractors to ensure project goals are met.

Education, Certificates, Licenses, Registrations and Experience

Bachelor’s degree in computer science, biomedical, clinical engineering, or related technical field and at least 10 years of experience in the IT field or an equivalent combination of education and experience may be considered in lieu of a degree. The Human Resources department and Chief Executive Officer will determine what is equivalent.

A current California driver’s license and a good driving record are required for this position. Proof of vehicle insurance is required.

All candidates for this position must have acceptable work history if previously employed with the Tule River Indian Health Center, Inc., Tule River Tribe and/or Tribal Entities.

Preferred Qualifications and Contingencies

TRIHCI maintains a drug- and alcohol-free workplace, and all offers of employment are contingent on the successful completion of a criminal background check, a post-offer drug test and physical, COVID-19 and TB test and verification of each candidate’s right to work in the United States.

Physical Work Environment: The description provided here is representative of those conditions in which the Information Technology Director will be required to perform the essential functions of this position. As stated earlier, reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.

While performing the duties of this position, the Information System Director will be situated in a standard IT office environment within the health center, where there is little or no exposure to variations in the weather or other similar elements. The Information Technology Director will move throughout the health center to meet with supervisors and co-workers but maintain limited or no direct patient/client contact. Consequently, the Network Administrator must:

  • Possess the mobility to work in a standard office setting (i.e. walk, stand, or sit for extended periods of time);
  • Possess the ability to use standard office equipment.
  • Possess the strength to lift and carry supplies weighing up to 10 lbs repeatedly and up to 25 lbs intermittently.
  • Possess the visual acuity to read printed materials and a computer screen.
  • Demonstrate hearing and speech capabilities that allow him/her to communicate in person and over the telephone as required.

The clinical setting at TRIHCI is categorized by OSHA as a Blood-borne Pathogen facility. Consequently, there exists the potential for exposure to blood, body fluid/tissue, and infectious wastes. There also exists the potential for exposure to chemicals, biologicals, and toxicants found on-site.
