Tulane University Staff is Hiring an Assistant Director of Procurement Services Near New Orleans, LA

Assists the Director of Procurement in providing daily management of departmental operations of Procurement Staff to include, but not limited to, decreasing costs and adding to Benefit Bank, contract negotiation, staff development, creating and reporting performance metrics, technology assessment and implementation which includes participating in and managing the eProcurement platform, including improving efficiencies, ensuring service delivery timeliness and troubleshooting functionality issues. Uses professional contract and professional procurement skills to complete diverse and complex assignments including highly complex projects, such as analyzing contract and purchase order adoption and compliance. Assists in long-term goal development, policy development and implementation, and development and maintenance of vendor relationships and diversity spend. Assists the Director in the overall supervision and management of functional areas of Purchasing. And all other duties assigned.•Excellent leadership, communication skills, with the ability and competency in motivating others to accomplish work and complete tasks.
•Strong analytical skills and the ability to make informed decisions based on comprehensive research and/or factual information
•Ability to communicate effectively and courteously with individuals of diverse backgrounds both internal and external to the organization to relay information, develop a strong and responsive purchasing operation; and promote departmental operations within the university community.
•Ability to assist in developing and supervising effective staff training to include delegating and checking work, coaching and counseling employees, completing annual performance evaluations, preparing or revising job descriptions and monitoring department budgets.
•Ability to initiate and maintain effective and professional relationships with suppliers, current and potential.
•Bachelor's Degree in Business, Public Administration, Finance, Accounting, Economics or other related field and 3 years of directly related, progressively responsible managerial experience to include one year of eProcurement or ERP systems implementation experience
OR
•High School Diploma/Equivalent and 8 years of directly related, progressively responsible managerial experience and one year of eProcurement or ERP systems implementation experience
•Experience having worked in an educational institution; preferably, in higher education.
•Experience implementing and/or working with enterprise-wide purchasing systems; specifically, SciQuest and Oracle.
•Solid understanding of federal funding and procurement requirements including FAR and Uniform Guidance (UG), as well as experience having worked with grant accounts, federal funding agencies, and experience having generated and submitted timely federal funding reports.
•Experience having participated in a federal audit and internal audits.
Experience with the RFP process and the purchase of commodities including Life Science, MRO, IT, and various service contracts.
•Direct experience in supervising staff at every level.
