POSITION SUMMARY
This position is responsible for surveillance, inspection, and maintenance of the collection systems and construction activities in accordance with plans to ensure structural integrity and operational efficiency. The position performs skilled maintenance work, inspection and monitoring of wastewater collection system infrastructure.

SALARY: MIN $33.21 per hour, MID $44.28 per hour commensurate with experience and skill set (includes an excellent benefit package with 24 days of PTO, employer paid health and life insurance, pension plan and more).

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Routinely performs preventive and corrective maintenance and repair to existing wastewater collection system infrastructure.

2. Maintenance work includes but is not limited to, operating and cleaning CCTV equipment; performing confined space entries, walking pipelines, and documenting problems.

3. Performs industrial maintenance type duties to include rough carpentry, plumbing, welding, metal fabrication, and basic electrical repairs.

4. Repairs and/or replaces manhole covers, frames, and vaults.

5. Performs skilled work in new construction, maintenance, and repair of collection system facilities to include such things as constructing concrete access roads or installing walls in manholes.

6. Assists contractors, consultants, and engineers for a variety of construction and maintenance projects.

7. Assist with updating as-built drawings as needed.

8. Respond to collection system maintenance/repair emergencies.

9. Responsible for documentation and record-keeping activities of work performed and data entry into the computerized maintenance management system.

10. Performs monitoring and surveillance activities of the collection system, which may include visual inspections, internal television inspections, and smoke testing.

11. Investigates, surveys and locates the collection system pipelines to verify locations to minimize conflicts with other facilities or utilities.

12. Observes, records, and reports all potential problem areas and any unusual or accidental spills and discharges into the collection system or receiving streams.

13. Reviews proposed plans and specifications related to the collection system along with points of entry and permits and recommends any additional requirements or changes.

14. Conducts or initiates visual surveillance of the entire collection system for discharges, sunken areas, ground cracks along pipeline routes, vandalism, structure damages, etc.

15. Performs various assigned routine maintenance and field tasks, such as the cleaning and removal of line blockages, replacing manhole ring/covers, and system repair duties.

16. Performs on-site construction inspection of points of entry, meter stations, and various other permitted construction projects within the Authority's easements to assure proper materials, equipment, procedures, and special conditions conform to plans and specifications.

17. Coordinates, conducts, and supervises personnel in repairs, maintenance or inspection activities of collection system pipelines and appurtenances as required.

18. Directly supervises junior technicians to include training, scheduling, and performance evaluations.

19. Employees assigned to this position are classified as essential personnel. Essential personnel are required to report to work when scheduled during departmental and/or emergency situations including, but not limited to, extended periods of inclement weather when travel may be difficult. This position is essential because in the absence of sufficient personnel, the plant cannot operate safely. 
WORK LEADERSHIP RESPONSIBILITIES
Regularly leads the work of other employees.
FINANCIAL RESPONSIBILITY
Responsible for the purchase and acquisition of required materials for construction-related activities. Manages spare parts and material inventories and supplies. Estimates time, materials, equipment, and costs needed to perform various work in the collection system. Responsible for maintaining accurate equipment histories including cost, facilities, and system condition assessments. All of which are used to develop and support budget projections. May generate purchase requisitions for payment of invoices.
QUALIFICATIONS
EDUCATION
(required level of education)
High school diploma; sixty college credit hours preferred or equivalent technical education. Must have completed all hours required to obtain the TCEQ Collection System Operator Class III License.
EXPERIENCE
(minimum years and types of related experience required)
Five years of experience related to the maintenance and repair of wastewater collection systems including two years of supervisory experience. Two years of technical experience inspecting and monitoring collection system activities in accordance with plans and specifications.
CERTIFICATES, LICENSES, REGISTRATIONS
(any specialized certifications licenses or registrations required by TRA or other authority in order to do the job, including those the incumbent must be able to obtain) Valid Texas Commercial driver's license and Texas Commission on Environmental Quality Class II Collection System Operator license. Must obtain the Class III within 12 months.
KNOWLEDGE

Thorough knowledge of operations, services, and activities related to wastewater collection system maintenance and repair including materials, methods, techniques, and terminology used in maintenance and repair activities related to wastewater collection system infrastructure; operational characteristics of maintenance and construction equipment and tools used in work activities; occupational hazards and standard safety practices including those associated with working in confined spaces; practices and procedures of traffic control including principles and practices used in the design and implementation of traffic control plans; principles and procedures of record keeping; understand principles of supervision, training, and performance evaluation. Computer applications such as word processing, spreadsheets, Maximo, and GIS.
SKILLS AND ABILITIES

Ability to make good decisions and exercise good judgment. Good oral and written skills. Must be able to perform formal and informal maintenance training as required. Must have basic skills to include; electrical, carpentry, welding, metal fabrication, and plumbing. Proficiency in the use of computer applications such as Microsoft Office.
GUIDANCE RECEIVED
Receives periodic supervision and uses guidelines/range of procedures. Follows periodic direct instructions and guidelines, uses policies and procedures that require some interpretation. Problems that cannot be addressed through an existing guideline, policy or procedure are referred to a supervisor or more senior position. Incumbent must exercise judgment about whether to escalate issues.
PHYSICAL DEMANDS
This position requires passing a physical and physical ability assessment specific to this position.
WORKING CONDITIONS
Working conditions include exposure to extreme weather, odor, noise, chemical hazards, gases and dust, standing for prolonged periods of time, walking up and down several flights of stairs, climbing and descending ladders, working at heights, and working in tight or confined spaces.

Hand tools, tractor, shop tools, backhoe, crane, vac-jetter truck, TV inspection equipment, flatbed truck, safety equipment, PPE, boom truck, heavy equipment, pumps, pipe fusion machine, shop tools, welding equipment and office equipment.
